At IEM, I serve as the point of contact between Puerto Rico COR3 and IEM for Public Assistance and Hazard Mitigation Grant Program work. I coordinate project tasks, develop management plans, and support federal program requirements across recovery and mitigation efforts.
I've led technical assistance, project reviews, RFIs, BRIC submissions, EHP consultations, and contract eligibility reviews for FEMA, HUD, and USACE programs. My work has supported milestones and compliance reviews totaling $1.2B, including a $76M Puerto Rico Department of Health contract cost review.
I bring experience leading mitigation teams, developing sub-grant applications, scoping infrastructure sites, and helping applicants respond to FEMA requests for information. I pair a background in labor relations, criminal justice, and biology with practical knowledge of federal, state, and local regulations.
