I lead resource planning and bidding at Xcel Energy for Southwestern Public Service Company, shaping integrated resource plans, all-source procurements, generation expansion modeling, and regulatory strategy across Texas and New Mexico. I helped design SPS’s 2025 All-Source RFP for more than 800 MW of capacity and led major components of its 2026 Integrated Resource Plan.

Over more than 18 years at Xcel Energy, I’ve evaluated PPAs, self-build, build-transfer, renewable, storage, and thermal resources; supported resource approval filings and testimony; and managed environmental, siting, and permitting risk for large solar and wind projects. I translate technical, commercial, environmental, and regulatory issues into clear recommendations for executives, regulators, customers, and suppliers.
