Augustus Emenogu
@augustusemenogu
MERLA Executive delivering decision-grade evidence, MEL systems, and evaluation strategy for humanitarian and development impact.
What I'm looking for
I’m a MERLA executive with 20+ years of experience leading complex evaluations, building MEL architectures, and directing evidence strategy across humanitarian, development, governance, education, health, civic space, and media portfolios.
I founded and scaled the Research, Evaluation, and Learning (REAL) practice at Expectation State into a multi-country operation spanning 30+ countries, managing a vetted bench of 185+ experts and owning full P&L for portfolio growth.
I author 75+ comprehensive evaluation and research reports, consistently translating complex evidence into actionable recommendations for high-level donors such as USAID, FCDO, MFA Netherlands, NORAD, SDC, Sida, and the EU—especially in conflict-affected and fragile operating environments.
My work blends advanced mixed-methods evaluation with outcome harvesting, contribution analysis, theory-based evaluation, and MEL system design. I’ve also led high-stakes portfolio oversight (including a £68M FCDO education initiative and a $90M global grant portfolio) and delivered measurable outcomes like 100% work continuity for emergency grant recipients and a 96% increase in digital resilience for human rights organizations, while driving public sector reform influence using MERL findings.
