Alberto Enrique Lopez

Most recently I served in the office of the Director General of Colombia's national energy planning authority, where a country's energy transition is decided. It was the latest step in fifteen years at the meeting point of energy policy, international cooperation and labour relations.

There, as Senior Adviser and Chief of Staff, I advised the leadership of the agency that plans Colombia's power and mining sectors, across energy transition strategy, socio-environmental policy and territorial planning. I built the mechanism used to track delivery of the institutional portfolio across every technical division, and carried the agency's relationships with bilateral donors, development agencies and diplomatic missions. I also served as Acting Deputy Director for Mining.

That perspective was shaped earlier, at the International Labour Organization, on the "Towards a Just Transition with Green Jobs" project, where I managed workplans, budgets and implementing partners across the Andean region. In three assignments with Colombia's Ministry of Labour I systematized social dialogue processes and authored the analysis of the country's labour reform against International Labour Standards. That work taught me what technical models miss: transitions succeed or fail on whether the people whose livelihoods change are brought in early.

The same conviction runs through the rest of my record. I directed human resources for Colombia's National Planning Department, and I bring more than twelve years of labour relations and collective bargaining from both sides of the table — so I can anticipate how a workforce will read a decision before it is announced.
