This role will focus on discovery and modelling of the current landscape with a view to developing roadmaps and optimisation projects to deliver secure, resilient, and compliant applications for emergency services and other critical Blue Light environments.
The role will be central to projects involving Command & Control systems, Digital Forensics, and case management platforms but will involve the full portfolio of applications within the domain.
Employees at this level are recognised experts in their field; following domain base enterprise architecture methods they will shape architecture standards, influence design across multiple projects, and engage directly with clients. They are expected to work independently, set direction, and bring thought leadership on application architecture within mission-critical, 24/7 operational environments.

- Work with service, security and infrastructure architects to design end-to-end Blue Light solutions.
- Define and maintain application architecture standards, integration patterns, and roadmaps across Command & Control and related systems.
- Provide design assurance and governance for projects, ensuring compliance with both Telefónica Tech and Blue Light security, evidential integrity, and audit requirements.
- Contribute to the evaluation and adoption of new application technologies such as AI, automation and cloud-native platforms.
- Engage with stakeholders and partner organisations to translate complex business needs into secure, scalable, and supportable application designs.
- Support bids and proposals by shaping solution design, effort estimates and transition plans, ensuring compliance with public sector procurement standards.
- Mentor project and delivery teams by sharing architecture expertise and transferring skills.
- Design for resilience, disaster recovery, and operational continuity in systems where zero downtime tolerance is critical.
Skills & Experience:
- Proven track record as an Enterprise/Application Architect in complex enterprise or public sector environments.
- Familiar with Enterprise Architecture tooling and frameworks (eg TOGAF)
- Strong experience designing and delivering solutions involving Command & Control, Digital Forensics, or other Blue Light applications.
- Broad knowledge of enterprise application integration, APIs, middleware, and cloud platforms.
- Experience with technology governance, assurance processes, and solution standards.
- Strong stakeholder engagement skills. Be able to clearly communicate complex concepts to technical and non-technical audiences.
- Experience working with outsourced or managed service delivery models.
- Familiarity with ITIL processes and project management practices.
- Knowledge of national systems integration and multi-agency interoperability is desirable.
- SC or DV clearance is desirable (or eligibility to obtain).
