Oliver Castelblanco

B2B learning platform for Colombian schools, co-founded with a partner. Built on Moodle 5.2 and AWS (EC2, RDS, CloudFront, SES, Lambda). Designed a Markdown → Moodle content pipeline and an Angular + PHP admin panel. Zero to production in about 4 weeks with AI agents covering frontend, backend, QA and DevOps; first paying school (~200 students).

Cultural venue in Bogotá (bookstore, café bar, theater); I design each system with AI agents and review every merge. Babel: inventory and POS for 3,000+ books, built in 19 days (20.8% human / 79.2% agent), under $1 USD/month. Ágora: theater box office with QR tickets and Bold payments via signed webhook. Comandante: real-time ordering, $0/month on Firebase.

Writing test items and problem scenarios for ICFES's Software Design national exam in the PRISMA system, following the construction manual and reference frameworks of each exam module.

Built RUND, a document system for ~300 professors and ~12,000 documents: 7 Dockerized microservices (Node.js, PHP 8.3 API, Angular SSR, OCR, OpenKM). Local AI pipeline (PaddleOCR, Gemma 4 on Ollama, ChromaDB) with no personal data sent to external APIs; in UAT users estimated 60%+ less reading time. Digitized work plans of ~256 professors in 16 offices. Supervised a junior contractor.

Remote from Bogotá for Aulaplaneta, Grupo Planeta's learning platform (up to ~50 schools, 19,000+ users in Spain, Colombia, Mexico). Ran UAT, Jira incidents and releases; built prototypes for new versions. Automated XLIFF export of +3k Storyline and +1k Maker resources and SCORM 2004 publishing. Built SCORM/CDN wrappers and bulk tooling, coordinated localization, trained staff on proprietary CMS.

Led architecture and technical delivery at the EdTech studio I co-founded, as Director of Development (permanent contract) in a three-partner team. Led the development of virtual campuses and e-learning platforms for institutional clients. Built a custom certificate system for ACG Calidad's Moodle campus (Angular, 2021); together with BASC's, that campus is still running and trains 500+ people a year. The studio is no longer operating.

Wrote test items and case contexts for the Saber Pro national exam, and classified evidence into performance levels for the Saber TyT exam.

• Coordinated aulaPlaneta's digital production for Colombia and Mexico (about 12 schools and 5,000+ users in Colombia; about 8 schools and 4,000+ in Mexico), as liaison with the platform's development team in Barcelona.
• Brought 250+ Colombian learning resources onto the platform in 18 months, which made its adoption by 12 schools possible.
• Supervised a content production assistant.

Co-founded Mediateca, an EdTech studio for virtual campuses and digital learning content. Clients included Colombia's Ministry of Education (XIV Virtual Educa app, 2013), CISP (Mercosur Youth Parliament course, 2013–2014), BASC (virtual campus, still running), Politécnico Grancolombiano and Fundación Manuel Mejía. Set up Universidad del Magdalena's campus (Moodle, Omeka, Elgg) and the Universidad Nacional Tumaco campus website (2018).

Interactive learning materials for corporate clients.

Graphic Communication Technology program, School of Communication Sciences. Courses: Mobile Device Design, Website Design, Web Languages and Technologies, and TV Commercial Production. Taught four editions of the Diploma in Multimedia Design and Communication. Advanced from adjunct (2010–2012) to full-time faculty (2012–2014).

Information architecture (Balsamiq), navigation and interaction design, and development (Flash, XML, HTML) of the institutional digital portfolio and intranet templates of Ecopetrol Corporate University.

Project Coordinator I (two consecutive contracts). Planned and monitored education programs for clients such as the Ministry of Education (National Virtual Teacher Training Plan) and the National Federation of Coffee Growers. Set evaluation criteria by audience and delivery mode, defined roles and helped select teams, wrote technical and financial proposals and reports, designed training processes and led pedagogical implementation.

Coordinated the update, migration and development of virtual teacher-training courses for the Ministry of Education's Core Competencies Development program.

Scoped and led the Foundation's Virtual Campus from definition to operation. Defined its scope and e-services, wrote the terms of reference to hire the development firm and two platform administrators, oversaw development and ran the test and adjustment protocol. Set up technical support and operating procedures; the campus grew past 200 active users.

Taught web design.

Built the Foundation's e-learning resources and courses, moving from contractor to staff programmer (Programming Professional II, 2009). Programmed the Aula Virtual Cafetera courses, partly as a teleworker. Adapted content into interactive formats (HTML, Flash, 2D animation), such as a 4-module course on containers (2008). Built document publishing tools and helped define technology guidelines and follow up on other programmers' work.

Advertising applications in Flash/ActionScript 3, AIR, JavaScript, PHP and MySQL for clients including Visa, Zenú, Winny, Colombia es Pasión and Frito Lay.
