I am a results-driven child welfare leader with over 30 years of experience in agency oversight, program development, practice implementation, and staff management. I have a sustained record of improving service delivery, ensuring regulatory compliance, and fostering community engagement.
In my current role I directed recruitment, training, licensing, and monitoring of 500+ public foster homes and oversaw placement processes to ensure timely, suitable care. I led a pilot kin-first practice shift that contributed to statewide policy changes and the rewrite of COMAR 07.02.09 (Kinship Care Requirements).
