David Birkelbach

I've led enterprise workforce transformation for government and Intelligence Community clients at Deloitte, including AI-enabled job redesign across 22 job families and a global talent progression framework affecting more than 23,000 positions.

I use workforce analytics, workload analysis, psychometrics, and organizational diagnostics to turn complex talent challenges into staffing, redesign, and workforce-planning decisions. My work has supported legally defensible organizational decisions and modernization of promotion and talent-management practices.

At PDRI, I built competency-based assessment tools, career paths, succession planning systems, certification programs, and leadership development frameworks. I also helped create the Intelligence Community Gateway, a multi-agency workforce integration platform using structured interviews, biodata assessments, and psychometric evaluation.

With a PhD in Industrial-Organizational Psychology, I've also conducted longitudinal research on employee retention and developed personnel classification and selection methodologies for U.S. Air Force workforce optimization. I lead cross-functional teams of psychologists, analysts, administrators, and subject matter experts on large-scale transformation initiatives.
