Steven Franklin

At SouthState Bank, I lead enterprise Technical Analysis governance and Test Management strategy for large-scale banking modernization and integrated application delivery. I’m building standards, operating frameworks, reporting models, and accountability structures across business-critical programs and vendor ecosystems.

Previously at Guidehouse, I managed release governance, deployment readiness, audit traceability, operational reporting, and delivery support for enterprise software modernization initiatives. I partnered with engineering, testing, operations, leadership, and stakeholders to improve production readiness and delivery transparency.

Across General Dynamics Mission Systems and Serco North America, I supported mission-critical defense software, Agile delivery, enterprise testing modernization, and customer validation. I developed automated testing components with Eggplant and TestComplete, mentored junior engineers and testers, and contributed to automation standards and reusable framework approaches.

I also serve in the U.S. Air Force National Guard, leading intelligence operations, training personnel, and briefing command leadership in high-tempo national security environments. I’m pursuing a Doctor of Management focused on executive leadership, organizational strategy, and enterprise transformation.
