Rafael Lassis

I've led planning, monitoring, and evaluation for Dominican public-sector institutions and multilateral-funded projects for more than 20 years. I currently support the Ministry of Economy, Planning and Development's World Bank emergency response and resilience project, developing and updating project execution, annual operating, procurement, budget, results, and risk-management instruments.

At the Dirección General de Alianzas Público Privadas, I led formulation, monitoring, and evaluation of institutional plans, programs, and projects, including the PEI, POA, risk management under NOBACI, and follow-up through Kristhal. At the Contraloría General de la República, I implemented the TRE Contract System across 30 central-government institutions and later managed its deployment in 26 institutions.

I've also delivered organizational diagnostics, strategic plans, process maps, organizational manuals, procedures, indicators, and quality-management documentation for organizations including Defensor del Pueblo, Apartamentos R.D., CUSEP, Arias Motors, COOPECOGRAL, and Excotelsa.

I'm an Industrial Engineer with a Master's in Management and Productivity, PMP certification, ISO 9001:2015 Lead Auditor certification, and experience teaching postgraduate and technical-professional training programs.
