What I'm looking for
I'm a change management and organizational transformation leader with more than 20 years helping large, complex organizations navigate the human side of change. I'm Prosci® Certified and a PMP, and I founded Marins Consulting, a VA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) change management practice through which I lead OCM engagements for federal, state-government, and enterprise clients. My specialty is federal and state health IT and Medicaid modernization: the high-stakes, heavily-regulated programs where adoption failure isn't an option.
Right now I'm leading organizational change management for Missouri's Medicaid Provider Enrollment modernization, replacing a 1980s-era legacy system. It's a program that touches a 26-person state enrollment unit, 85,000+ enrolled providers, six state agencies, and three managed care organizations ahead of a fixed 2027 go-live. I own 18 contractual OCM deliverables (charter, change management plan, stakeholder and impact analyses, resistance and governance plans) anchored in the Prosci Prepare-Manage-Sustain framework and ADKAR®, with executive adoption targets of 85% awareness, 95% training completion, and 90% 30-day adoption.
My career has been a steady progression from active-duty U.S. Coast Guard acquisition and logistics leadership into federal program management, and then into full-time change leadership. Along the way I've stood up an enterprise portfolio-governance rollout at the New York Power Authority that hit 100% compliance ahead of milestones, led Medicaid data-platform modernization and OCM at CMS/HHS, and architected the process and training frameworks behind enterprise certifications including CMMC, ISO 27001, ISO 9001, and CMMI-DEV Level 3. I pair structured change methodology (Prosci, ADKAR®, the ACMP® Standard, and Leading SAFe®) with hands-on delivery: building change champion networks, designing role-based training, and standing up Power BI adoption analytics that turn readiness into a defensible go/no-go signal.
What drives me is mission-driven transformation: modernizing the systems that public agencies and their stakeholders rely on, and making sure the people inside them actually adopt the change. I'm especially drawn to health IT, Medicaid, and public-sector modernization, and I value work where executive partnership, measurable adoption outcomes, and genuine care for the workforce all matter.
