You are the technical engine of our data exploration efforts, transforming raw data into tangible, high-impact prototypes that showcase the possibilities of our data. You will deliver evidence and initial insights to determine which data pilots graduate to become scaled data products.

Requirements

  • 3+ years of hands-on experience in exploratory data analysis, data ingestion, transformation, and data modeling
  • Strong proficiency in statistical programming (e.g., Python) and database scripting (SQL)
  • Proven ability to develop compelling data visualizations and dashboards

The story of Singapore's Public Service Division (PSD) is one of continuous evolution, a journey that began on January 3, 1983. In its early days, the PSD was established under the Ministry of Finance with a clear and crucial mandate: to centralize the management of personnel matters and career development within the civil service. Before its inception, these responsibilities were fragmented across various government bodies, leading to inconsistencies and inefficiencies. The creation of the PSD marked a significant step towards a more unified and strategic approach to human resources in the public sector. This was a response to the growing need for a professional and cohesive civil service that could support Singapore's rapid development. The division took over functions from the Ministry of Finance's Budget Division and the Public Service Commission (PSC), such as the career development of graduate officers and the administration of scholarships, laying the groundwork for a modern public administration.

A pivotal moment in the PSD's journey came in 1994 when it was transferred to the Prime Minister's Office (PMO). This move elevated its role and underscored the government's commitment to public service excellence. Under the PMO, the PSD's influence expanded, and it became the central agency for shaping the public service through leadership development and progressive human resource policies. It has been at the forefront of major public sector reforms, including the 'Public Service for the 21st Century' (PS21) initiative, which aimed to foster a culture of innovation, quality service, and efficiency. Today, the PSD continues to be the heart of the Singapore Public Service, nurturing a trusted and forward-looking workforce. It focuses on developing leaders, building capabilities, and ensuring that the public service remains agile and responsive to the needs of Singapore and its citizens in an ever-changing global landscape.
