Leon McNeil

I’m a results-driven Design & Construction Manager with 18+ years of progressive experience in facilities management, construction oversight, and contract administration. I focus on compliance, quality control, and improving project efficiency while coordinating stakeholders through every phase of delivery.

Since 2017, I’ve led the full lifecycle management of commercial, residential, institutional, and sports projects at Palisadoes Development Ltd. I negotiate contracts with vendors and subcontractors to achieve cost savings without compromising quality, and I direct 150+ professionals to streamline workflows and meet deadlines.

From 2014 to 2017, as Facilities Manager at Caribbean Maritime University – Palisadoes Park, I supervised maintenance of buildings, boats, and vehicles. I coordinated external consultants and contractors for upgrades and modifications, designed architectural plans for new structures, and managed project scheduling—while conducting inspections and compliance reporting for government projects.

Earlier, I served as a Project Officer at Petroleum Corporation of Jamaica and supported government approvals through project justifications, plans, schedules, and site compliance reporting. I also worked as a General/Property Manager at V.B. Realty Company Ltd, where I analyzed market trends, adjusted rental strategies, and identified property improvements and investment opportunities—strengthening my ability to balance operational needs with strategic planning.
