Joseph Cirilly

At ATAWAS, I coordinate technical, programme and administrative activities supporting Tanzania's water and sanitation sector. I design organisational data systems, analyse programme data, and prepare reporting and policy materials for government, development partners, utilities and sector institutions.

Alongside this work, I provide operational leadership at GLOPCO, translating supply-demand dynamics, pricing trends and market conditions into business intelligence, risk insights and recommendations for management and the Board.

Previously, I managed concurrent projects at Detaramo from scope definition through implementation, monitoring, evaluation and closeout. I kept schedules, budgets, milestones, risks and stakeholder communication structured throughout the project lifecycle.

My background combines oil and gas transportation engineering, computer science, quantitative analysis and international China-Africa experience. I work fluently in English and Mandarin Chinese, speak Swahili natively, and am open to remote work and relocation.
