Fran Bleur

I co-founded LiteChat, an AI governance and simulation platform for higher education, and led its institutional rollout to 300+ users across Philippine universities. I supported the creation of 100+ AI simulations with partners including Ateneo de Manila University, Thames Academy, Ateneo BUILD Lab, and the SALT Institute.

At BUILD, I co-authored four peer-reviewed, Scopus-indexed studies on AI-driven adaptive learning and co-designed a deployment for 200+ students across 10 university sections.

I’ve also led fundraising, product, sales, and community initiatives—from generating 70% of Expedock’s potential fundraising leads to increasing Metronome Realty lead generation by 35% and quarterly sales by 25%.

I enjoy turning early-stage ideas into practical programs, whether that means connecting therapists with families through Spectrum Connect or prototyping an accessible GPS-enabled walking cane through Sensewalk.
