I’m looking to lead proposal development for high-value federal contracts—driving win strategies, quality assurance, and past performance excellence through strong cross-functional teams and disciplined pipeline management.

I’m a Director of Proposal Development with more than 20 years in proposal development, managing and directing large proposal teams for high-value contracts across multiple federal agencies, including the Air Force, Army, DOE, NASA, Navy, USMC, USSF, and Intelligence Community agencies. I’ve led winning bids valued up to $50 billion and supported over 50 successful proposals totaling $1.4 billion in the past five years, combining business development, pipeline management, and past performance oversight to drive proposal excellence and alignment with organizational goals.

At Applied Research Solutions (ARS), I directed proposal management and guidance, establishing proposal standards, processes, and quality assurance across submissions. I trained and led a team of four proposal professionals, managed business development and capture by tracking and updating proposal pipeline status, and facilitated weekly cross-functional meetings with Proposals, Contracts, Pricing, Business Development, Capture, and Executive Leadership. As the corporate focal point for past performance, I managed and authored past performance volumes—delivering 10 winning proposals valued over $78M in 2025 and 9 winning proposals valued over $1.3B in 2024—while overseeing high-volume activity such as 41 proposals, 56 RFIs, and 20 white papers in 2025.

Before that, I served as Proposal Manager at ARS, HII (formerly Alion Science and Technology), and Alion (formerly MacAulay-Brown), managing large teams for Department of Defense and federal government cyber operations, intelligence, security, and IT-related proposals. I’ve led enterprise and recompete efforts (including work within a SCIF for classified proposal management), coordinated overlapping schedules, and maintained past performance databases using tools like Microsoft SharePoint while tracking pipeline and solicitations through sources such as GSA e-buy. Through decades of proposal production and leadership—progressing from Proposal Coordinator/Production Assistant and Proposal Specialist roles—I bring a consistent focus on quality assurance, compliance, and operational efficiency.
