About the Project

In line with the vision of Viksit Odisha 2036 and Viksit Bharat 2047, the Government of Odisha has prioritized strengthening state-level health systems to ensure quality, affordable healthcare and nutrition for all. To advance this goal, a pilot of a digital, unified Care Coordination Model (CCM) will be launched in selected districts of Odisha. The CCM seeks to establish an integrated, patient-centric model of care that addresses persistent gaps in access, continuity, and quality of services—particularly in high-disease-burden and resource-constrained regions. The model will integrate digital health solutions such as ABDM-enabled Personal Health Records (PHR), Care Coordination Call Centres, Hospital Management Information Systems (HMIS), and health management dashboards to enable coordinated and assured quality care for citizens. PATH, as a technical partner, will extend technical assistance and managerial support for the preparation, rollout, and implementation of CCM in close collaboration with the Government of Odisha, development partners, and other stakeholders.

Position Summary

The Project Lead will provide overall strategic and programmatic leadership for the Care Coordination Model (CCM). The role will be responsible for driving end-to-end execution, including ecosystem development, partner engagement, and alignment with government priorities.

The Project Lead will work closely with senior government stakeholders, technology partners, and internal teams to ensure timely delivery across all project phases. This role requires strong leadership, stakeholder management, and experience in managing complex, multi-stakeholder programs in digital health and public systems.

Responsibilities:

A. Strategic Leadership and Program Oversight

  • Support strategic initiatives and thought leadership for digital health and CCM initiatives in Odisha.

  • Drive high level engagement with State/District officials, National Health Authority (NHA), and key stakeholders to align project goals with state health priorities.

  • Develop and execute comprehensive state level strategic plans for digital health and CCM adoption.

B. Program Management and Execution

  • Oversee end-to-end implementation across all phases and workstreams.

  • Monitor program progress, evaluate key milestones and address operational and strategic challenges to ensure timely delivery.

  • Ensure quality and timely delivery of project outputs, including reports, toolkits, and strategic documents.

C. Ecosystem and Partner Engagement

  • Lead identification and engagement of technology partners and ecosystem stakeholders.

  • Guide development of scalable implementation and partnership models.

D. Team Leadership and Coordination

  • Lead and mentor cross-functional teams across state and district levels.

  • Ensure effective coordination across internal teams, partners, and government stakeholders.

E. Preparatory Support to Government of Odisha for CCM:

  • Provide Technical Assistance Support to the State to help assess infrastructure readiness, support change management activities, coordinate with various partners within the ecosystem, amongst others.

Educational Qualification and Experience:

  • Master’s degree in Public Health, Management, Public Policy, Health Informatics, or a related field from a reputable institution.

  • Minimum 10 years of relevant professional experience in digital health, public health, consulting, or large-scale government programs.

  • Demonstrated experience in leading and managing complex, multi-stakeholder programs.

  • Prior experience working with state or national government stakeholders in leadership roles.

  • Proven track record of successfully leading and managing large scale projects, preferably in ABDM, digital health or IT implementation.

Skills/ Abilities

  • Deep understanding of digital health ecosystems, EHR/EMR systems, interoperability, data privacy regulations and ABDM guidelines

  • Demonstrated expertise in applying strategic insight and analytical thinking to solve complex problems and lead impactful initiatives.

  • Proven leadership in strategic facilitation and collaboration with partner organizations, government officials and stakeholders at all levels.

  • Oversee the integration of digital health platforms, ensuring interoperability, data security, and compliance with ABDM standards.

  • Demonstrated ability in leading teams and stakeholder coordination while maintaining independent strategic thinking capability.

  • Exceptional analytical, strategic thinking, communication, presentation, and report writing skills.

  • Excellent command over MS Office (MS Word, MS Excel, and MS PowerPoint) and project management tools.

  • Proficiency in English and Hindi with good oral and written communications skills required.

  • Willingness to travel extensively within Odisha as required.
