Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

About the Role:

As the Vice President / Executive Director of Workforce Center of Excellence at Natcast, you will play a pivotal role in building and leading the workforce development programs that will fuel the success of the National Semiconductor Technology Center (NSTC). The successful candidate will be the spokesperson for the center and lead a team of dedicated staff to manage the NSTC’s workforce initiatives, events, and service offerings. They will be responsible for developing and implementing industry-driven workforce development programs, negotiating terms of high-impact awards and partnerships with industry and educational institutions, coordinating activities with key federal and industry stakeholders to develop efficient and complementary programming, and promoting best practices that support a skilled and diverse semiconductor workforce.

Key Responsibilities:

Workforce Development Strategy & Program Development:

  • Play a critical role in shaping the future of the semiconductor industry by spearheading the development of NSTC’s strategic plan for workforce in alignment with industry demands and future trends.

  • Lead a team of dedicated staff at the Workforce Center of Excellence, including the programmatic staff associated with NSTC’s workforce award programs, partnerships, recognition programs, data collection and analytics programs, technical assistance office, and digital resources.

  • Design and implement innovative workforce development programs that leverage digital technologies and emerging methodologies.

  • Establish and maintain a robust monitoring and evaluation system to track program effectiveness and impact.

  • Identify and implement strategies to enhance the NSTC’s value proposition relative to workforce programming.

Partner Engagement & Collaboration:

  • Initiate and negotiate strategic partnerships with private sector partners, industry associations, academic institutions, and government agencies that promote accountability and incentivize sustainable growth of the semiconductor workforce.

  • Develop a comprehensive partnership framework that fosters a collaborative ecosystem of support and shared ownership.

  • Forge strong relationships with academic institutions, nonprofits and training providers to address bottlenecks in the workforce pipeline and bridge the gap between industry demands and the supply of workers.

  • Engage membership and solicit feedback to guide the development of programs through the creation and management of industry-driven workforce committees and advisory boards.

Advocacy & Communication:

  • Develop and implement effective communication strategies to convey the importance of workforce development initiatives to diverse audiences.

  • Coordinate with the SVP of memberships and Natcast communications team to promote NSTC’s workforce programs and events.

  • Convene key stakeholders to assist with the design of public awareness campaigns regarding the semiconductor industry's role in technological advancement and economic growth.

  • Advocate for workforce development policies that promote and support diversity, equity, and inclusion in the semiconductor industry.

  • Collaborate with government agencies to explore joint initiatives and public-private partnerships.

Program Implementation & Evaluation:

  • Lead the implementation of workforce development programs and ensure their effectiveness.

  • Oversee the development of the WCoE’s best practice recognition and funded partnership programs.

  • Guide the development of the WCoE’s data collection and analytics programs to monitor the supply and demand of available semiconductor talent and track the performance of early initiatives.

  • Direct the development of the WCoE’s technical assistance programs and digital resource library, putting in place mechanisms to monitor trends to inform future programming and strategic plans.

  • Lead the planning of the WCoE’s inaugural and annual workforce events and convenings.

  • Track and analyze data to identify areas for improvement and program optimization.

  • Share results and impact stories with stakeholders and the broader community.

Qualifications:

  • Bachelor's degree in a relevant field; advanced degree preferred.

  • Minimum 10 years of experience in workforce development, government, and/or the semiconductor ecosystem.

  • Proven experience leading large-scale workforce development programs with a strategic outlook.

  • Comfort with presenting to large audiences, such as at conference convenings or press events.

  • Ability / willingness to travel domestically frequently

  • Excellent communication, public speaking and advocacy skills.

  • Familiarity with the semiconductor industry and workforce development trends.
