The Change and Configuration Manager is responsible for managing and controlling changes and configurations of software, hardware, systems, and other components across the Enterprise.

This role:

  • Develops and implements a comprehensive Change and Configuration Management Plan that outlines the procedures, processes, and tools used to manage configuration items.

  • Manages and tracks different versions or iterations of software code, documents, configurations, and other artifacts to prevent conflicts and maintain accurate, auditable historical records.

  • Coordinates and oversees configuration changes by analyzing their impact, obtaining required approvals, and implementing changes in a controlled and structured manner.

  • Collaborates with system owners and cybersecurity staff to establish baselines by defining and documenting approved configurations of software, hardware, systems, and related components at specific points in time.

  • Enforces strict control over configuration changes by managing change requests, conducting impact assessments, and ensuring that only authorized changes are implemented.

  • Serves as the single point of contact and authority for asset management and process flow/IBR changes related to modifications of processes, policies, procedures, or system infrastructure and functionality.

Job Responsibilities

  • Serve as the single point of authority for enterprise change and configuration management across software, hardware, systems, and infrastructure components.

  • Develop, implement, and maintain the comprehensive Change and Configuration Management Plan, including procedures, processes, baselines, and tools.

  • Chair the Configuration Control Board (CCB) and lead weekly change review meetings to evaluate standard changes, review backlog items, and establish prioritization.

  • Ensure all changes are formally documented, impact-assessed, approved in writing by required stakeholders, and implemented in a controlled and auditable manner.

  • Collaborate with the Program Manager, CIO, Authorizing Official (AO), and Contracting Officer (CO) to ensure governance, transparency, and compliance with contractual requirements.

  • Work closely with the Cybersecurity Manager to conduct configuration audits and verification activities to ensure systems align with approved baselines and security requirements.

  • Establish and document configuration baselines and ensure only authorized changes are implemented.

  • Track and manage configuration items and system inventories using Salesforce, ensuring accurate and current records.

  • Oversee asset lifecycle management activities, including receipt, deployment, updates, decommissioning, and annual inventory reporting.

  • Collaborate with development and operations teams to plan, test, and manage the release of software and systems in alignment with SDLC processes.

  • Develop and execute Organizational Change Management (OCM) plans, including communication strategies, stakeholder analysis, training coordination, and adoption activities.

  • Develop communication materials and coordinate OCM efforts with Functional Area Leads and Government stakeholders.

  • Coach Product Owners, Project Managers, and initiative leads on change management processes and impact mitigation strategies.

  • Support incident response and disaster recovery efforts by restoring systems to approved configurations and supporting recovery time objectives (RTO).

  • Partner with IT and Quality leadership to enforce change control policies and ensure documentation accuracy, compliance, and continuous process improvement.

  • Perform additional duties as assigned.

Basic Qualifications

  • Bachelor’s degree (BS/BA) in a technical field.

  • Seven or more years of professional experience, including at least five years of Organizational Change Management (OCM) experience supporting complex configuration and change management initiatives.

  • Demonstrated experience performing configuration and change management for large, complex projects developed using Agile methodologies.

  • Experience maturing enterprise-level configuration and change management capabilities within structured governance frameworks.

  • Experience supporting a government IT organization.

  • Demonstrated experience managing change initiatives related to cloud-based system implementations.

  • Experience working across multiple stakeholder groups to achieve IT objectives and deliver on product requirements.

  • Experience reviewing technical and program deliverables to ensure high-quality outcomes.

  • Strong communication, facilitation, and presentation skills.

  • Experience using Salesforce for change and configuration management activities.

  • Experience developing content and managing documentation within SharePoint environments.

  • U.S. citizenship and fluency in English required.

  • Ability to successfully pass criminal history, fingerprint background checks, and credential verification required.

  • Ability to maintain and retain suitability investigation and clearance as required.

  • Proficient in navigating electronic systems, computer programs, and virtual service platforms.

  • This position requires a separate, quiet, private, confidential space to work from, as well as having access to your own reliable high-speed internet hard wired to your home (coax or fiber from the Internet Service Provider (ISP) to your home.) Using a hot spot from a mobile device (tethering) or wireless ISP is not acceptable.

  • JIRA and Confluence experience

  • PMP Certification

  • Certified Change Management Professional (CCMP) or Change Management Specialist (CMS)

Pay Range:

Pay Range $73,450.00 - $132,775.00
