I improved staffing utilization by 23% while directing project execution, financial performance, resource allocation, and acquisition strategy.

I've managed multi-million-dollar IT budget programs through 10 successful President's Budget cycles and developed cost estimates, business cases, economic analyses, and acquisition documentation for FFP, IDIQ, and T&M contracts. Earlier, at Northrop Grumman and Huntington Ingalls Industries, I built aircraft carrier overhaul cost proposals, supported government negotiations, redesigned a proposal-processing database, and mentored new employees.
