I'm looking for a remote mid or senior role in health program development. I want to design and manage HIV, TB, malaria and MNCH programs, lead grant and proposal work, and advise on health systems and health security. I'm open to full-time, part time, contract and consulting roles. I work from Abuja on West Africa Time and collaborate easily with teams in Europe and North America.

Leeleebari Sibor
@leeleebarisibor
Public health physician with 15+ years leading HIV, TB, malaria and MNCH programs funded by U.S. CDC, USAID, PEPFAR and the Global Fund.
What I'm looking for
I'm a public health physician with over 15 years of experience leading donor-funded health programs in Nigeria. I've worked across international NGOs, the Ministry of Health and locally led organizations. My work has been funded by the U.S. CDC, USAID and PEPFAR, and it covers HIV, TB, malaria and maternal, newborn and child health.
I started as a medical officer in 2006, treating patients and coordinating ART services at General Hospital Bori. That clinical work taught me how programs succeed or fail at the point of care. From 2010 to 2017, I served as Assistant Director of Public Health Services at the Rivers State Ministry of Health. I led statewide HIV, TB, malaria and RMNCH programs and supported the 2014 Ebola response. I then served as State AIDS Program Coordinator, overseeing 86 ART sites and 115 PMTCT and HTS sites.
At Catholic Relief Services, I moved into senior program leadership. As Technical Director on the U.S. CDC FASTER project, I led a US$30M pediatric and adolescent HIV grant covering 58 ART sites. Here's what that work delivered:
Distributed 96,420 HIV self-test kits and linked 3,942 of 3,947 positive clients to treatment.
Raised viral suppression in the OTZ cohort from 89.7% to 98%.
Cut viral-load turnaround time from 56 to 70 days down to 1 to 3 days across 430+ sites.
Raised pediatric DTG optimization in the 20 to 30kg weight band from 15% to 81%.
As Deputy Country Lead on the ACCESS project, I supported the National HIV/AIDS Strategic Plan for 2023 to 2027. I helped enrol 3,253 people living with HIV into health insurance and managed multi-million-dollar sub-award compliance across three states.
Today I'm Executive Director of Premium Care Initiative. I lead an integrated HIV, TB, malaria and MNCH program across two states. I designed a hub-and-spoke model that connects 23 faith-based, private and community service points. Our digital referral system reaches 96% completion, and ANC enrolment is up 7%. I also provide health security support for outbreaks such as Lassa fever, cholera and mpox.
I'm strongest where strategy meets delivery. I design programs, manage grants and sub-recipients, write competitive proposals, and work with governments to build systems they own and can sustain. I've also led proposal development for CDC, PEPFAR and EU grants.
I hold an MPH from Imo State University, an MBBS from the University of Port Harcourt, and I'm pursuing a Ph.D. in Health Systems Management.
I'm looking for remote roles in health program development, grant management, health systems strengthening, drug/vaccine trails and technical advisory work. If your team needs someone who can design a program and prove it works, let's talk.
