Dmytro Skopienkov
@dmytroskopienkov
Compliance & Risk Specialist improving safeguarding, accountability, and donor-ready compliance frameworks across complex NGO programs.
What I'm looking for
Most compliance and safeguarding work fails at the handoff between "policy written" and "policy actually used." I specialise in that handoff.
Over 7+ years, I've moved from handling cases directly — a national helpline, 150-300 daily user requests — to designing the systems that govern how others handle them. That path means the SOPs, policies, and reporting mechanisms I build are shaped by what actually happens in the field, not just what a template says should happen.
I've scaled that approach across 35+ partner organisations — 20+ through Danish Refugee Council and 15 through Plan International Ukraine — which taught me something most single-team specialists never have to learn: how to design a process that still works when dozens of different teams, cultures, and constraints try to run it. Few compliance professionals also deliver the training themselves — I do, having trained 1,200+ staff at DRC and 150+ at Plan International, which means I see firsthand whether a policy survives contact with a real team or just looks good on paper.
That combination — hands-on case experience, systems design, and direct training delivery — is what I bring to any organisation: not just documentation that satisfies an audit, but processes people actually follow, at scale, under real conditions. In practice, this is the same skill set behind HR Operations and People Operations: writing the SOP, building the onboarding material, keeping the knowledge base current, and making sure staff actually use what's been documented — not just filing it away.
My work has been grounded in humanitarian and development contexts (Danish Refugee Council, Plan International Ukraine), aligned with IASC principles and major donor requirements (USAID/BHA, ECHO, DANIDA, SIDA, GFFO, UHF).
I'm now open to opportunities in Safeguarding & PSEAH, Compliance & Risk, Training, People Operations, Partner Management, and Customer Success.
Fluent in English, Ukrainian, and Russian. Based remotely, open to relocation
