Designed and implemented a Labor Market Information System to strengthen the Ministry of Labor of Ecuador’ capacities to assess the labor market performance, close gaps between labor demand and supply, and develop relevant public policies.

Co-designed and co-lead technical cooperations aimed at improving Argentina’s labor market with focus in sectors with strategic potential for job creation jointly implemented with the government, universities and private sector entities. Coordinated and supervised all of the activities of the ILO component of the MTPF Project. Supervised and technically advised five research projects focused on different aspects of the care economy and its impact of women´s labor market insertion.

Led a research and analysis consultancy on financing models for early childhood programs, as well as innovative financial mechanisms, with an emphasis on impact investment and social impact bonds. Co-authored the final report with the main findings, interpretation of results and policy recommendations on financing strategies for early childhood interventions, which was used as template in 10 UNDP

Co-supervised and coordinated the technical aspects of a project aimed at estimating the costs and the funding gap of the Provincial Early Childhood Strategy for four Argentine provinces.

Conducted the technical proofreading and editing process of several publications including “Cambios ocupacionales y formación a lo largo de toda la vida laboral. Aportes del sistema de información ocupacional de Uruguay (O*NET UY)” and “When We’re Sixty-Four Opportunities and Challenges for Public Policies in a Population-Aging Context in Latin America”.

Provided technical advice to the Vice Minister on early childhood public policy and development matters. Led a research project to estimate and analyze social public spending on children and early childhood for the 2014-2018 period.

Co-authored the Methodological handbook Guidelines for the Measurement of Social Public Spending on Adolescence and Youth used for the quantification of social public spending on young people in 9 selected Latin America countries. Authored the chapter of report devoted to the analysis of the performance of Uruguayan students in the PISA evaluations and to the comparison of such results with their peers from other countries. Conducted the technical proofreading and editing process of the final draft of the document technically to be submitted for publication.

Managed Unit’s Project Portfolio and activities, including monitoring and supervising the Unit’s budget execution and overall financial situation. Improved and expanded IOM Buenos Aires Head of Office communications and relationships with donors and government authorities.

Conducted research about social spending and social programs, fiscal federalism and intergovernmental relations. Led the writing of reports on public expenditure, social expenditure, social protection, conditional cash transfer programs and income distribution.

Systematized and analyzed twenty-nine in-depth interviews of Latin American political leaders from eight selected Latin American countries. Co-authored a background paper with the main findings of the analysis of the 29 in-depth interviews.

Carried out the technical proofreading and review of the 2010 and 2011 Global Human Development Reports Spanish versions to verify overall translation clarity –with focus on technical key terms– to avoid major mistakes and inadvertent political incidents or misunderstandings.

Co-authored the socioeconomic chapter of Human Development Report for MERCOSUR (HDRM). Coordinated and monitored consultants’ duties and investigations for the HDRM.

Conducted analysis and research of the political, social and economic situation of selected Latin American countries for senior consultants of the Political Analysis and Prospective Scenarios Project (PAPEP). Provided technical support to the writing of three Democratic Governance Handbooks and supervised the editing and publishing process.

Conducted research on public spending, social programs, fiscal federalism, and intergovernmental relations. Carried out research about Argentina’s income distribution and its social protection system.
