I design multi-step LLM and agentic workflows with explicit acceptance criteria and human-review gates.
At Agentic State Institute, I wrote The Agentic State framework and book on AI-native public administration. I research and fact-check public policy, technology and institutional design, and develop analytical materials in Russian and English.
At Government of Moscow, I led complex programs across entrepreneurship, innovation and export development. During the pandemic, I coordinated 25 industry working groups, review of 794 business initiatives and a front office that processed 62,000+ requests in its first two months.
