Direct and guide the maintenance team of a combination of units to achieve stated plant reliability and plant performance goals by coordinating with all service agencies by proper utilization of available resources.

ACCOUNTABILITIES

ACTIVITIESQUALITY MANAGEMENT SYSTEM

Effective Mechanical Maintenance

Authority: To depute the engineers and get the job done safely and timely. Approval of the Contractor Measurement.

Adherence to Planned Maintenance Schedule and timely attendance to Breakdown.

Preparation of FA/RCA reports & implementation of all recommendation.

Effective of SAP system for various Maintenance & Spares procurement activities.

Establish Complaint management system for internal customers and take of corrective action with in time.

Maintenance System & Practices

Authority: SOP Implementation in the assigned areas.

Develop and implement SOP/SMPs (Standard Operating /Maintenance Procedures).

Identify & develop alternate vendors for repairs other than OEM, consulting various NES etc.

Ensure availability of critical spares for mechanical equipment and ensure equipment availability.

Shut down monitoring for timely completion.

Financial Perspective

Provide inputs for preparing the Area wise Revenue & Capital Budget.

Monitor & track the actual vs planned revenue/capital budget & control the expenditure through cost control measures.

Effective utilization of available Resources.

Implementation of Energy Conservation measures.

Participative Management For enhancing Economic efficiency of the organization because all team member will accept all decision and work with better cooperation.

Motivate team member to contribute ideas which can be useful to management.

Establish Upward communication to proper decision making at the Top.

By information sharing regarding Budget/production/Department/Organization condition etc.

Organization Development, Depth of Management & Learning & Growth of Mechanical Team members

Identify potential of all team members and give opportunity to improve mechanical system through proper job rotation.

To Conduct knowledge sharing session, arranging trainings for the team and guide as a mentor to the area.

To do Skill gap analysis and Multiskilling development for the Subordinates.

Decide Goal statements for the Subordinates in line with organizational goals.

OHSMS

HSEF: Care & welfare:

To ensure safe working condition for all the employees working in Plant areas.

Authority: To stop any unsafe work on observation.

Implement safety tenets by applying them to all maintenance activities.

Ensure all jobs done with proper work permit.

Ensure safe working environment to contractors in plant maintenance by 100%compliance of PPE'S And toolbox talk.

Ensure Safety Training for all Staff.

To comply the recommendations of Safety Audit points within target.

Ensure PPE compliance by all working staff.

Risk assessment for all jobs in allocated area.

ENVIRONMENT MANAGEMENT SYSTEMSystems, Policies & Procedures: To be accountable for implementation and improvement of the EMS systems, procedures & policies in respective functional operations.

To ensure adherence to the all health, safety, and environment systems during all maintenance activities.

Ensure 100% housekeeping of plant Area.

Awareness on Energy policy, significant energy uses, Energy objectives and Energy Management System (EnMS).

Monitoring and controlling of EnPIs, variables, baseline, Objective/ Targets & Management programs (Energy action plan) and Energy performance.

Energy Management Systems 50001:2018Energy Management systems ISO 50001:2018

Awareness about Energy policy, significant energy uses, Energy objectives and Energy Management System.

Monitoring and controlling of EnPIs, variables, baseline, Objective/ Targets & Management programs (Energy action plan) and Energy performance as applicable.

PROCESS SAFETY MANAGEMENTPSM

Knowledge of Process Safety Management elements and procedures (Mechanical Integrity & Asset Reliability)

Plan and conduct Asset Criticality Assessment of equipment.

Implementation of Inspection recommendation.

Lead / Participate Root Cause Analysis, Process Near Miss & Incident investigations.

Responsible for compliance of Contractor Safety Management System as assigned.

Participate in Process Hazard Analysis (PHA) studies, Pre-Startup Safety Reviews (PSSR).

Ensure interlock / trips are configured as per Cause & Effect Diagrams.

Maintain up to date of equipment datasheet, equipment failure data & history.

  • Plant running at 20 MMTPA
  • At least no standby equipment
  • Ageing of equipment
  • SWI pumps, Fire Engines, Chlorination pumps , Rail and Road Gantries, Unit feed pumps

  2. Decision on spares procurement.
  3. Decision for how to execute the maintenance work safely and efficiently.
  4. Execution of PCN jobs.
  1. Recommendations to superior:
  2. Appraisals of subordinates.
  3. Resources requirements.
  4. Capital/Opex budget requirements.
  1. INTERACTIONS
  1. Internal Interactions:
  2. Co-ordination with operation department: Maint strategies deployed, access provided for proactive maintenance processes and work executed efficiently.
  3. Weekly RSM meeting, ABC meeting, maintenance/safety meetings with all maintenance managers, special purpose meetings called by management MSCM, MPR.
  4. With Tech services department, Commercial department & Project department.
  1. External Interactions:
  2. Technical Correspondence with Indigenous foreign vendors related with mechanical equipment/systems for resolving technical issues and fulfilling requirement of expatriate requirement.
  3. Technical discussions with all the vendors/visitors as and when required.

  2. Annual Mechanical Maint budget for Offsite-Mech- Cr in addition to capex.
  3. Other Dimensions
  4. Responding to Notifications, queries, recommendations, etc.
  5. Implementation of all MOCs.
  6. Development of subordinates by providing need base technical and behavioral training.
  7. Orientation and evaluation of newly joined GETs/employees in maintenance department.
  8. Implementation of turnaround job efficiently and safely as per agreed target.

  1. SKILLS & KNOWLEDGE
  1. Educational Qualifications & Certifications:
  • Graduate Engineer (Mechanical)
  1. Relevant (Functional/Level) & Total Years of Experience:
  • Should have Min 12 TO 15 years of experience in the relevant field of maintenance and planning of large Oil Refinery/Petrochemical/Fertilizer unit. Out of this at least 5 to 6 years should be in the area of maintenance/shutdown planning of large Oil Refinery/Petrochemical/Fertilizer plants.
  • Should have experienced in Project engineering, Project execution techniques and contract management.
  • Co-ordination with internal stake holders and external vendors/consultants on maintenance related issues.
  1. Functional Skills:
  • In-depth knowledge of Planning & Mechanical Maintenance of rotating equipment-Compressors, turbines. Pumps, blowers, etc., static equipment and engineering materials used in Oil Refinery/Petrochemical plant/Fertilizers for operational excellence.
  • Well convergent with computer operation/ SAP/Prima Vera/MS Project.
  • Should have knowledge of product, quality parameters, environment, Safety and Energy Management.
