Job Description

The Senior Manager, Data Systems Integration will have the exciting opportunity to support and build the capacity of public health practitioners in modernizing and improving the interoperability of public health and healthcare data systems. This person will provide subject matter expertise and leadership on population health informatics and data linkage processes, with a focus on HIV surveillance data and health care data systems, including Medicaid claims databases. The Senior Manager will support NASTAD’s population health informatics portfolio, ensuring that the program provides robust technical assistance support in the area of data systems integration and serves as a resource to health departments and Medicaid programs seeking to integrate disparate data sources.

Qualifications

Essential Duties

  • Lead NASTAD’s response to complex technical assistance (TA) requests from governmental HIV programs and their state Medicaid partners related to improving data linkage activities.
  • Mentor and guide NASTAD team members and contractors in implementing population health informatics activities and designing resources that can be disseminated to NASTAD members and partners
  • Ensure the overall objectives of population health informatics-related projects at NASTAD are met.
  • May provide supervision to one or two NASTAD staff members.
  • Design team building, leadership, and professional development resources and activities to ensure NASTAD’s health informatics work remains innovative.
  • Maintain strong working relationships with key external partners and participate in inter-agency meetings to advance TA activities and deliverables.
  • Contribute to NASTAD’s knowledge of systems management, business processes, data workflows, and other internal processes aimed at strengthening organizational expertise in HIV surveillance and data systems integration best practices.
  • Contribute to project monitoring, reporting, evaluation, and learning activities.

Minimum Qualifications

Skills/Knowledge/Abilities

  • Expertise in health informatics
  • Expertise in Medicaid claims data systems or public health surveillance data systems is preferred (i.e., eHARS, PRISM, MAVEN, etc.).
  • Ability to translate Health Informatics knowledge into day-to-day technical assistance (TA) activities.
  • Ability to develop and manage work plans.
  • Interest in developing systems-level interventions, coalition-building, addressing social determinants of health, and working with diverse groups that have been historically underserved.
  • Attention to detail and editing skills.
  • Commitment to fostering an environment of diversity, inclusion, and belonging.

Experience/Education

  • Bachelor’s degree or any equivalent combination of training, education, and experience that demonstrates the candidate’s ability to perform the position’s duties.
  • Minimum of 8 years of related progressively responsible work experience.
  • Experience working in governmental public health, particularly within surveillance or Medicaid data quality units.
  • Experience coaching or training health department staff or Medicaid programs in data system improvement activities is strongly preferred.
  • Experience working effectively across functional teams
  • Experience working with federal funders (CDC, HRSA, SAMHSA) preferred

Additional Information

Environment and Scheduling

  • Salary Range: $93,000 - 98,000, commensurate with experience

  • Full-time, 40 hours/week

  • Willing to travel as needed, up to 30%

  • Remote work is possible.
