ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

• Operations Coordination Department (Office of the Deputy to the Director)
• Projects, Partnerships & Digital Skills Department (PPS)
• Digital Networks & Environment Department (DNE)
• Digital Knowledge Society Department (DKS)

The Office of the Deputy to the Director and Operations Coordination Department are responsible for ensuring operation readiness and providing support for the functioning of the regional offices and headquarters in Geneva, especially the implementation of projects and programmes. Functional areas, such as meetings, fellowship and IT support reports to this Department. The unit for special attention in all aspects related to LDCs, LLDCs and SIDs is the responsibility of this Department. The Deputy to the Director is responsible for assisting and advising the Director in the direction and management of the Bureau including on all questions related to personnel, financial and operational planning process. The Department is responsible for leading the operational planning and implementation support, within the framework of the Action Plan. The Department is also responsible for coordinating conferences and events, editorial works and documentation control, monitoring the implementation of decisions emanating from ITU and BDT governing bodies, including TDAG, Council, Conferences and Assemblies of the other Sectors on matters of relevance to BDT. The Department is responsible for coordination of the Bureau's cooperation with other Sectors and General Secretariat.

TERMS OF REFERENCE

Under the direction of the ITU Africa Regional Office ( Yaoundé area office), the ITU-D focal point for indigenous people (Senior Coordinator for Digital Inclusion from Digital Society Division), and in a close collaboration with the Training Programme Design and Development Coordinator, to ensure alignment of the tailored training course for rural, remote and indigenous communities, with the Sub-Saharan Africa perspective, the consultant will:

  • Compare and evaluate the experience of the training programme developed in Latin America to effectively support in identifying the most relevant content and pedagogical methodology applicable from the programme for the Sub-Saharan African context.
  • Support identifying the specific target groups for the programme and determine the challenges and scope that will enable the participants to thrive in both the online and in-person modules.
  • Support in creation of the syllabus for each of the online courses to be delivered through ITU-Academy platform and to the in-person segment of the programme.
  • Create a research protocol to understand the specific characteristics of the training and communication needs of that rural, remote and indigenous communities in the Sub-Saharan context.
  • Develop a research report on the characteristics and the training and communication needs and requirements that rural, remote and indigenous communities in the Sub-Saharan context share.
  • Establish the content structure of the on-site immersive bootcamp, defining the necessary aspects for its development in the African context and the types of partnerships that will be necessary to build for its implementation.

CONCRETE DELIVERABLES

  • A research protocol for understanding of characteristics, the training and communication needs that rural communities in the Sub-Saharan context share.
  • A research report on characteristics, the training and communication needs that rural communities in the Sub-Saharan context share.
  • Outline and requirements of the immersive on-site bootcamp - Establish the content structure of the on-site immersive bootcamp, considering the necessary aspects for its development in the African context and the types of partnerships that will be necessary to build for its implementation.
  • An implementation plan for the first edition of the training programme in 2025.

COMPETENCIES

Knowledge of social sciences, indigenous education, and communication and telecommunication projects in indigenous communities

QUALIFICATIONS REQUIRED

Education: University degree in telecommunication, law, economics, social science, computer science, information technology or relevant field such as engineering. OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields. An advanced degree would be an advantage.

Experience:

At least five (5) years of experience in the use of participatory methodologies for the design and implementation of community communication or meaningful connectivity projects in indigenous, remote, and rural communities. Including at least three (3) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA) with specialization in ICT for development, and ICT accessibility.

Languages: knowledge of English at advanced level. Basic knowledge of French is desirable.

REMUNERATION INFORMATION

From USD 185 to USD 260 per day to be defined according to years of experience of the consultant.
