ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

• Operations Coordination Department (Office of the Deputy to the Director)
• Projects, Partnerships & Digital Skills Department (PPS)
• Digital Networks & Environment Department (DNE)
• Digital Knowledge Society Department (DKS)

The Digital Networks & Environment Department is responsible to assist the Member States, especially the G77 countries, in a wide range of ICT development challenges, as basic connectivity, spectrum management, evolution of current to future broadband networks and technologies, enabling universal and affordable access, and strengthening the security through the cybersecurity support. In addition, the DNE Department provides expertise and needed support for emergency telecommunications and the increasingly important and urgent aspects related to the environment and climate change.

BACKGROUND INFORMATION

At the World Telecommunication Development Conference (WTDC) 2022 Resolution 9 on participation of countries, particularly developing countries, in spectrum management was revised and in accordance with Annex 1, there is a continuous need of the developing countries to have an assistance in various aspects of national spectrum management.
Even though ITU-R is producing many publications on spectrum management, there is a lack of deliverables and tools which could be used to create or advance the national spectrum management system in developing countries.
By SSA NO 18332 (2016) BDT Experts conducted the work on the draft Guidance on creation of a National Spectrum Management System (NSMS) but it needs to be updated to current state of telecommunication/ICT development and presented in more comprehensive form.
In addition to that WTDC-22 set the CIS Regional Initiative 1 “Developing infrastructure to promote innovation and partnerships in the introduction of new technologies – the Internet of Things, including the industrial Internet, smart cities and communities, 5G/IMT-2020 and next-generation NET-2030 communication networks, quantum technologies, artificial intelligence, digital health, digital skills and environmental protection” and CIS Regional Initiative 3 “Creating an enabling legal and regulatory environment to accelerate digital transformation”. It leads to the need of regional implementation for NSMS using Russian as one of the official languages of the Union.

TERMS OF REFERENCE

The consultant will:

  • Review the results of work under the SSA NO. 18332 (2016) on Guidance on creation of a National Spectrum Management System (NSMS) and update the Guidance using the recent deliverables of ITU-R and ITU-D related to the topic and prepare it for publication.
  • Develop the concept and working materials on National Spectrum Management System Establishment Toolkit (NSMSET) and based on the updated Guidance, develop the working materials on National Spectrum Management System Establishment Toolkit (NSMSET) in the form of a report.
  • Support the process of NSMSET implementation in computerized form and further consult the IT specialist on the way of NSMSET implementation in computerized form.
  • Ensure the update of the Guidance and development of NSMSET in both English and Russian to allow countries of CIS region to implement the results of consultant's work in national regulations.
  • Together with BDT, conduct the training workshop which includes the presentation of NSMS and NSMSET.

The research shall be mainly based on the outcomes of the ITU Global Regulators Symposium, information available at the ITU, Digital Regulation Platform, available ITU-D studies and other relevant sources.

CONCRETE DELIVERABLES

  • Updated draft Guidance on creation of a National Spectrum Management System (NSMS), ready to be published by BDT (in English and Russian).
  • Working materials on National Spectrum Management System Establishment Toolkit (NSMSET) (in English and Russian).
  • Final report on the conducted work (in English).
  • Working materials for the training workshop (in English and Russian).
  • All deliverables shall be presented to Spectrum management and Broadcasting Division (SBD).

Copyright: ITU would have copyrights on all materials presented by the consultant.

COMPETENCIES

  • Advanced knowledge of Microsoft Word, Excel and PowerPoint.
  • Good oral and written communication skills.
  • Excellent knowledge of modern spectrum management system and strategic planning of spectrum resources.
  • Knowledge of regulatory practices in strategic spectrum management and planning of the limited spectrum resources.
  • Extensive knowledge of the development in the areas of advanced and emerging wireless technologies and services, and demand/supply of spectrum.

QUALIFICATIONS REQUIRED

Education: Advanced university degree in telecommunications or relevant field, such as spectrum management, OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.

Experience: At least ten (10) years of experience in the ICT sector with focus on spectrum management.

Languages: Knowledge of Russian and English at advanced level.

REMUNERATION INFORMATION

340-430 USD per day to be determined according to the work experience of the consultant.
