Position Summary:

IEM is looking for Full Time- Cost Benefit Analysts to lead the evaluation and analysis of funding allocation for IEM’s State Broadband Program, focusing on achieving universal coverage of all Unserved and Underserved Locations. The Analyst will play a critical role in assessing the available funding, Subgrantee applications, and the need for broadband expansion to ensure efficient and effective use of resources.

Primary Location:

  • Remote- work from home anywhere in the United States
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Essential Functions:

  • Perform a comprehensive cost-benefit analysis that considers the available funding from BEAD and other state and federal funds, the number of Subgrantee applications received, and the need for universal coverage of Unserved and Underserved Locations.
  • Evaluate the economic impact, feasibility, and benefits of each Subgrantee application in terms of expanding broadband access and narrowing the digital divide in underserved areas.
  • Analyze project costs, technology requirements, and deployment challenges to determine the most cost-effective and impactful projects for funding.
  • Collaborate with stakeholders, including Subgrantees, program managers, and government agencies, to gather data and input for the analysis.
  • Assist the state in establishing an Extremely High Cost Per Location Threshold for awarding projects, either regionally or statewide, to prioritize projects in areas with the greatest need and cost challenges.
  • Develop models, reports, and presentations to communicate analysis findings, recommendations, and funding allocation strategies to program leadership and stakeholders.
  • Monitor and track project outcomes and impact on broadband accessibility and coverage to assess the effectiveness of funding decisions and program strategies.
  • Stay informed about industry trends, best practices, and regulatory changes related to broadband funding and deployment to inform cost-benefit analysis and decision-making processes. Other functions may be assigned based on the changing project environment.

Current Knowledge, Skills, & Abilities:

  • Familiarity with broadband technology and infrastructure is a plus.

Minimum Qualifications:

  • Bachelor's degree in Economics, Finance, Public Policy or other relevant fields, such as Electrical Engineering, Civil Engineering, Environmental Engineering, or Broadband.
  • Proven experience in conducting cost-benefit analysis, financial modeling, or economic impact assessment in a government or grant-funded program setting.
  • Knowledge of federal grant regulations, funding guidelines, and compliance requirements, especially related to BEAD and Treasury CPF funding.
  • Strong analytical skills and proficiency in data analysis tools and software to perform complex financial and economic analyses.
  • Excellent communication and presentation skills to convey analysis results and recommendations to diverse audiences.
  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced and dynamic environment.
  • Experience in broadband technology, infrastructure, or telecommunications industry is desirable.
  • Detail-oriented, organized, and strategic thinker with a passion for advancing digital equity and broadband accessibility.
