Manager, Response and Recovery

Position Summary:

IEM is searching for a Full Time- Manager of Response and Recovery to work within our Disaster Response & Recovery team; the preferred candidate will have at least seven (7) years of program and/or project management experience working at a strategic level within State or local government or across multiple clients or applicants at the Local, State, Tribal, and/or Federal levels.

Our preferred candidate should have an understanding of FEMA’s resiliency and preparedness mission, and mitigation and response and recovery and programs, including the National Disaster Recovery Framework, with a special emphasis on FEMA Public Assistance, including 406. They will be responsible for providing subject matter expertise, leading stakeholder engagement activities, and providing emergency management expertise to IEM clients, and will apply their technical knowledge and expertise to analyze and develop disaster response and recovery solutions to client problems. In addition, they will support business development efforts including building relationships with key contacts within the emergency management community, developing new business and assisting with proposal preparation. This is an expansive role for a growing company and will include additional duties as they relate to this role and our company growth.

Primary Location:

• Candidates can originate from anywhere in the United States
• Once hired you will deploy (travel) across the United States including Puerto Rico to client sites as needed.
• You will work remote from home when not deployed.
• All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Travel Requirements:

• This position will require work to be conducted onsite and may require work on weekends or in excess of 40 hours per week. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations.
• All interested candidates must be willing to work on site for the duration of each disaster assignment. Assignments typically may last up to 12 months with potential for extension.

Essential Functions:

• Manage the overall operation and direction of the program or project.
• Develops strategies for achieving project goals and objectives.
• Develops and maintains Project Work Plan including budget and schedule.
• Serves as Primary Point of Contact between client stakeholders and project team.
• Provides written and oral reports to contract management and client representatives.
• Develops business opportunities in Puerto Rico through local emergency management contacts.

Minimum Qualifications:

• Bachelor’s Degree in relevant field.
• Seven (7) years of relevant experience involving FEMA Public Assistance and Federal Grants Management.
• Experience in emergency management and disaster recovery.

Preferred Qualifications:

• Master’s Degree in relevant field
• Professional Registration or Certification including Professional Engineer (PE), Registered Architect, Project Management, Certified Emergency Manager (CEM)
