ICF’s Disaster Management division works with government agencies and communities to design and implement recovery programs and deliver increased resilience after a disaster strikes. Our functional expertise is in program management and operations, planning and preparedness, technical assistance and training, strategic communications and outreach, compliance and monitoring, implementation, and performance measurement and evaluation. Clients include states and localities administering HUD and FEMA funded disaster recovery and mitigation programs. We often work in close collaboration with ICF experts across the firm on related issues such as energy efficiency and green building, infrastructure, financial literacy, sustainable community development, and workforce development. ICF's Disaster Management division seeks a Disaster Program Manager who will lead the team for Federal Emergency Management Agency (FEMA) Public Assistance (PA); and Energy Grid Rehabilitation and Reconstruction Cost Share (ER1) under the Community Development Block Grant – Disaster Recovery (CDBG-DR) grant and the Hazard Mitigation Grant Program Set-Aside (HMGP) under the Community Development Block Grant – Mitigation (CDBG-MIT) grant, under the HUD-approved Action Plans and subsequent action plans in Puerto Rico. The successful candidate will be charged with the flawless execution of delivery of these programs, anticipating and meeting client’s needs and strategically positioning the company’s resources and expertise to grow the business. The Program Manager will work with FEMA staff and ICF subcontractors to deliver program and case management support to local governments, nonprofit organizations and for-profit organizations (subrecipients and applicants) across Puerto Rico. This position will report to FEMA Programmatic Area Deputy Director and ICF senior staff and provide progress reports and other information as requested.

The ideal candidate will be a proven Disaster Program Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas and provide strong risk management.  ICF's agile Disaster Management engine is powered by an outstanding team equipped to offer expert advisory services and brings the strength of past performance and a hands-on integrated multidisciplinary approach. Key Responsibilities:

  • Act as point of contact between the FEMA or representative and subrecipient(s) elected officials for highly sensitive issues.
  • Lead coordination and execution of all program’s activities.
  • Assist and report to FEMA or its authorized representative on overall and specific programs activities.
  • Monitor program performance status and establish necessary tools for control over programs results.
  • Participate in the development and implementation of strategies to successfully obtain programs objectives.
  • Lead, coordinate and evaluate performance of all staff and, if necessary, contracted services under Program Manager direct and indirect supervision.
  • Lead and manage the coordination of activities for controlling schedule, budget and scope of programs.
  • Lead and coordinate the implementation of tools for program change management, risk management and quality assurance.
  • Identify program issues and obstacles and develop and implement efficient solutions.
  • Lead and review all program monitoring activities to prepare and present reports as required.
  • Identify and promote any other function in support of the successful achievement of the program’s objectives.
  • Oversee the Program Management team and manage all necessary activities to obtain results on- time and on-budget, as required by the FEMA.
  • Prepare management forecasts as necessary to tack program milestones and anticipate any roadblocks that may affect the development of program activities.
  • Lead, coordinate, and facilitate all necessary high profile, program-wide public presentations and meetings, subrecipient meetings and government or non-government stakeholders’ meetings.
  • Evaluate, estimate and proactively manage program-related workload requirements.
  • Coordinate, support, and analyze performance measurement of subrecipients, and report results in coordination with FEMA or representative.
  • Maintain a complete understanding of all applicable Program policies, requirements, procedures, guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for CDBG-DR and CDBG-MIT and similar programs/projects.
  • Monitor all subrecipient procurement activities and keep FEMA informed of compliance, regulatory and performance issues that may affect CDBG-DR and CDBG-MIT programs.
  • Ensure all applicable CDBG-DR and CDBG-MIT policies and regulations are compliant and identify/promote all necessary corrective actions.
  • Ensure all program participants, including subrecipients, vendors, and stakeholders are aware of all policy changes

Experience & Skills:

  • Must have a bachelor’s degree or higher education from an accredited institution.
  • Must have 3+ years of experience in managing FEMA Disaster Recovery Funds.
  • Must have professional licenses and/or certifications related to the required degree, valid in Puerto Rico.
  • Must have at least five (5) years of experience as a Program Manager, including at least three (3) years of experience with federally funded program or project management.
  • Must be working locally within Puerto Rico.

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint and Project Management Software)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$113,863.00 - $193,568.00Puerto Rico Remote Office (PR99)
