JOB SUMMARY

This job is responsible for the integration of external vendors, involvement in Strategic Initiatives (STIs) prioritization and delivery, and regulatory/compliance and financial oversight. Ensures attainment of client operational & financial commitments and performance objectives/goals. This role provides strategic leadership, ensuring programs/projects contribute to overall portfolio/product roadmap goals, with a focus on strategic alignment, resource/financial oversight, and overall program success.

ESSENTIAL RESPONSIBILITIES

  • Work with management to assemble project teams and work groups to produce deliverables required to achieve the objectives of a defined corporate program.Lead project managers and work group leaders in the development and maintenance of comprehensive plans for a defined corporate program.
  • Organize, direct and coordinate cross-functional activities to focus corporate resources on the successful delivery and implementation of the desired results for a defined corporate program and/or strategic initiative.
  • Work with the executive sponsor of a corporate program (VP or higher), and other management as required to achieve the objectives of a defined corporate program.Acquire detailed understanding of the business objectives for an assigned area.
  • Partner with product management and business leaders to develop and maintain business capability roadmaps informed by industry research and business strategy.
  • Lead matrix management efforts and initiatives to assure desired results are achieved. This includes integrated project planning across multiple programs, potentially including high-level project plans and portfolio roadmap alignment.
  • Deliver capabilities that adhere to regulations, corporate policy mandates, corrective action plans, compliance requirements and process improvement initiatives impacting systems, operating platform and associated.Oversees Product Managers' adherence to data governance/TAP requirements, processes and workflows
  • Directly deliver projects or programs and/or actively participate in transformational initiatives. These could include managing complex matrix relationships across business units or even business entities within Highmark or its strategic business partners. There will be matrix relationships demanding extensive relationship management skills.
  • Communicate effectively with senior and functional leaders and partners across the enterprise and external vendors to drive business outcomes
  • Develop and maintain a comprehensive stakeholder communication plan for the program, facilitating high-level collaboration and risk mitigation across all projects. This includes program and/or portfolio-level status reporting and leading program leader meetings.
  • Contribute to continuous improvement by actively participating in strategy discussions and roadmap planning and Core Behaviors initiatives and outcomes delivery activities.Monitors UAT progress alongside key stakeholders.
  • Other duties as assigned or requested.

EXPERIENCE

Required

  • 7 years of experience analyzing, designing, developing, and/or supporting large enterprise systems and/or projects

Preferred

  • 3 years of experience in the Health Insurance industry (preferably within Medicare or ACA Individual)

  • 3 years of experience of Financial Management or Strategic Planning in a consulting role

  • Strong understanding of requirements traceability and inter-project dependencies.
  • Experience developing and executing program-level communication plans.

EDUCATION

Required

  • Bachelor’s degree in business management, Computer Science, Information Technology, or closely related discipline

Pay Range Minimum:

$108,600.00

Pay Range Maximum:

$180,600.00

Base pay is determined by a variety of factors including a candidate’s qualifications, experience, and expected contributions, as well as internal peer equity, market, and business considerations. The displayed salary range does not reflect any geographic differential Highmark may apply for certain locations based upon comparative markets.
