JOB SUMMARY
The EMAC Exercise and Training Specialist is responsible for developing and delivering training in coordination with the EMAC Training Manager while also implementing a comprehensive HSEEP consistent exercise program in support of the Emergency Management Assistance Compact (EMAC).
EMAC is a nationally adopted interstate mutual aid agreement that allows for the sharing of resources amongst its membership during times of emergency or disaster. All 50 states, the District of Columbia, Puerto Rico, U.S. Virgin Islands, Guam, and the Northern Mariana Islands are members of EMAC. EMAC is administered by the National Emergency Management Association (NEMA), an affiliate organization of The Council of State Governments (CSG).
ESSENTIAL FUNCTIONS
- Develops, maintains, and manages the overall EMAC exercise program consistent with Homeland Security Exercise and Evaluation Program (HSEEP) doctrine. This includes the design and delivery of exercise programs and materials, conduct of after-action reviews, corrective actions, and continuous improvement.
- Provides technical guidance and support during the conduct of EMAC exercises to stakeholders.
- Works with the EMAC Program Director to review after action reports, identify areas for continuous improvement, and identify areas to implement continuous improvements.
- Works with the EMAC Program Director and EMAC Training Manager to develop, review, and maintain EMAC training courses in compliance of the NEMA Training Standards while ensuring courses align with EMAC's core documents, policies, and procedures.
- Stays current with adult learning techniques.
- Works with the EMAC Training Manager to coordinate and conduct EMAC training to EMAC's membership and stakeholders virtually, face-to-face, and hybrid.
- Works with EMAC leadership and the EMAC Program Director to update EMAC's documents, develop job aids, tip sheets, and other relevant guidance.
- Markets the EMAC training program, online courses, and A-Team Training Course, and EMAC exercises, as appropriate.
- Assists with questions / issues about training, EMAC's systems, and exercises.
- Tracks training and exercise engagements.
- Provides on demand customer support for how to use EMAC's systems.
- Conducts regular outreach to a variety of external stakeholders to solicit input on policy, guidance, and procedures, and coordinate implementation as needed.
- Advocate for and support EMAC integration in state, territory, and district exercises.
- Ensures EMAC is incorporated into national level exercises by working with state and federal partners to provide training and exercise support.
- Supports the EMAC training and exercise programs through education and outreach efforts with written articles, policy papers, public presentations, workshops, and webinars (in person and virtual).
- Promotes mutual aid awareness to all levels of government and provides expertise to the intrastate mutual aid programs between municipal, county, and state governments.
- Assist with training and exercises in support of international mutual aid efforts, as appropriate.
- Conduct on demand training in support of EMAC operations.
- Develop and conduct the annual transition exercise for the National Coordinating State.
- Provide on-site staffing and support for EMAC and NEMA meetings.
- Provides supplemental staff support for the EMAC Committee, EMAC Executive Task Force, and the EMAC Advisory Group.
- Works on special projects and has other duties as assigned.

EDUCATION AND EXPERIENCE
- Bachelor's degree in related degree required (or equivalent combination of education and experience).
- Education and experience in adult education and training.
- Knowledge of emergency management, EMAC, and state government.
- Expertise in developing HSEEP compliant exercises.
- Knowledge of National Incident Management Systems (NIMS) and Incident Command System (ICS) structure.
COMPENSATION INFORMATION
CSG believes that pay equity and pay transparency advance workplace fairness. Compensation will be equitable and based on experience. The salary range for this position, based in Lexington, KY is $54,900 to $70,300. This salary range is subject to change based on work location and market conditions.
