Overview
The senior advisor for state and local tobacco control initiatives serves as a subject matter expert and strategic partner to state and local governments working to reduce the public health harms of e-cigarettes and other tobacco products. This role is integral to advancing the objectives of a program which aims to protect youth and vulnerable communities from the dangers of nicotine addiction and tobacco-related disease through evaluation of flavor restriction policies in the United States. The senior advisor provides tailored technical assistance, policy evaluation guidance, and capacity-building support to health departments, partner organizations, and decision makers.
The ideal candidate brings deep knowledge of flavored tobacco products and tobacco control principles and history, along with a commitment to disseminating the evidence-base for flavored tobacco restrictions at state and local levels.
Duties and Responsibilities
1. Deliver high-quality, customized technical assistance to state and local partners on evaluating and implementing evidence-based programs and policies that protect youth from the harmful effects of e-cigarettes and other tobacco products.
2. Provide expert analysis and technical support on key tobacco control principles, including flavor restrictions, point-of-sale regulations, and youth access enforcement.
3. Support jurisdictions in interpreting and applying evidence-based practices, CDC Best Practices for Comprehensive Tobacco Control Programs, and other federal/state guidance.
4. Monitor and interpret emerging trends in tobacco control and use and provide guidance on responding to evolving trends.
5. Work with jurisdictions to design and implement performance measures and evaluation plans for tobacco control programs.
6. Travel domestically as needed to provide technical support and disseminate findings for designated programs and the CDC Foundation (up to 10 percent annually).
7. Participates in and/or leads special projects and other duties as assigned.
Qualifications and Necessary Skills
1. Master's degree in public health, public administration, public policy, demography or other related field, required.
2. Minimum of 10 years of direct experience in tobacco control, with progressive leadership experience in public policy and government technical assistance.
3. In-depth knowledge of evidence-based tobacco control strategies, including policy, systems, and environmental approaches.
4. Strong understanding of the structure and functioning of state and local health departments.
5. Proven ability to build relationships with public health agencies, partners, and community organizations.
6. Excellent written and verbal communication skills with experience effectively communicating complex technical concepts to non-technical audiences and senior leaders from diverse backgrounds.
7. Ability to manage multiple priorities in a fast-paced, collaborative environment.
8. Outstanding interpersonal and teamwork skills; collegial, energetic and able to develop productive relationships with colleagues, donors and partners.
9. Sound judgment and maturity, exemplified by consistent professionalism in collaborating with individuals of varying levels of seniority both internally and externally.
10. Ability to travel domestically up to 10 percent annually.
