Katherine Gav Heger

At Indiana Family & Social Services Administration's Division of Mental Health and Addiction, I lead integrated care and population health initiatives that strengthen mental health service delivery across state agencies.

I analyze service utilization and population health data across systems, translating complex findings into practical recommendations for older adults and people living with behavioral and physical disabilities. I work with payers, providers, and stakeholders to align policies, programs, contracts, and operations.

Previously, I directed grants supporting primary care integration in behavioral health settings, managed subrecipients and budgets, and guided providers through federal requirements. I have also reviewed psychiatric-facility compliance and helped advance quality-improvement protocols.

My earlier paramedic and community paramedicine work grounded me in direct patient care, emergency response, care coordination, and reducing avoidable hospital visits. I'm completing a master's degree in biostatistics and epidemiology to deepen the policy and analytical skills I bring to population health challenges.
