Provided full stack development for multiple demo/proof-of-concept web applications, including ASP.NET MVC sites with authentication/role-based authorization and MFA via email OTP. Built RESTful APIs returning JSON and implemented data visualization and data collection features backed by SQL Server, MySQL, and SQLite.

Led data management for an end-of-project evaluation activity, including CAPI design, enumerator training, tablet deployment, and data collation with preliminary analysis. Used SurveyCTO for the CAPI portion and Stata for data analysis and cleaning.

Validated supporting evidence for online publications for the Rwanda and Tanzania Population and Housing Censuses and produced draft and final validation reports. Coordinated with PMO, EAC-RPCU, and implementing country teams to resolve issues and reflect corrections.

Provided technical services for implementing the project’s data processing component, supporting work planning, needs assessment, and capacity/tooling evaluation. Contributed to census tabulation planning, CAPI methodology tool preparation and testing, and prepared mission and assignment reports.

Served as Statistician attached to the AGRIS agricultural survey project to generate indicators including SDGs for Uganda. Researched survey questions, analyzed prior survey/census data in Stata, designed and deployed CAPI using Survey Solutions (with C#), trained UBOS staff, and produced tabulation plan reports and maps using QGIS.

Supported monitoring of the UN response by extracting and analyzing statistical data from ActivityInfo and publishing results via monthly dashboards and charts. Built automated applications using VB.NET/C# and supported data collection tools including ODK, Kobo Toolbox, Kobo Collect, and XLSForms, including template/report automation for SITREPs and map request logging.

Reviewed agricultural data processing capacities and supported design of census tools and tabulation plans based on data processing requirements. Advised on development of a macro data processing system, set up data entry/edit checks and data transfer requirements, trained staff, prepared mission/end-of-assignment reports, and provided recommendations to strengthen agricultural statistics capacity

Developed a panel data sampling weight scheme for multi-wave agricultural production panel surveys, accounting for panel attrition and split-off tracking. Contributed to research outcomes including a World Bank Policy Research Working Paper.

Worked on the Millennium Villages Project as a statistician/data analyst, generating MDG indicators from Millennium Villages data across multiple African countries. Supported monitoring and evaluation activities including enumerator training, questionnaire/manual development, and data analysis using Stata, SAS, CSPRo, and C++.

Provided SAS computing support to biostatisticians on organ allocation criteria/routines used in transplant studies. Built/maintained SAS code using SAS macros, PROC SQL, SAS ODS, and SAS/ACCESS.

Completed graduate research and statistical analysis projects under faculty supervision, including designing the 2005 Uganda National Household Survey on behalf of the World Bank and Uganda Bureau of Statistics. Supported statistical survey design work as part of applied research activities.

Worked as a Statistician supporting household surveys and census activities, including sampling, interviewer training, questionnaire/documentation support, monitoring data gathering, tabulation, analysis, and report writing. Participated in major national survey programs including DHS-related activities and served as Deputy Project Coordinator for the Uganda DHS Education Survey.

Completed a Master of Science in Survey Methodology (Statistics) at the University of Michigan in 2006.

Earned a Bachelor of Science in Economics and Statistics at Makerere University in 1995.
