Senior Technical Product Manager, Scrum and Delivery

As a Senior Technical Product Manager, you’ll lead teams from concept through delivery—ensuring alignment across stakeholders, accountability within delivery teams, and measurable product outcomes.
The Role
This hybrid role combines scrum mastery, delivery oversight, and product-centric thinking. You will be accountable for enabling successful delivery of software and business solutions by managing Agile ceremonies, delivery metrics, team velocity, roadmaps, and timelines. You will operate at both strategic and tactical levels—guiding Agile teams and stakeholders through complex software development efforts.
You must have experience driving end-to-end software delivery and working directly on a product or with a product team to translate vision into value.
Core Responsibilities
Agile Delivery & Scrum Leadership
- Serve as Scrum Master for one or more Agile teams, leading sprint planning, stand-ups, reviews, retrospectives, and backlog grooming sessions.
- Ensure the scrum board and project tools (e.g., Jira) are up to date, clean, and accurately reflect the state of delivery.
- Guide teams on Agile best practices and foster a culture of transparency, accountability, and continuous improvement.
- Track and report Agile delivery metrics (velocity, sprint burndown, throughput, team health) to drive predictability and improve decision-making.
- Identify and remove team-level impediments and promote a high-functioning, collaborative team environment.
Delivery Management
- Own or contribute significantly to the planning, execution, and delivery of software projects from initiation through deployment.
- Manage schedules, milestones, risks, and dependencies with confidence and clarity, driving alignment across business and technical stakeholders.
- Collaborate closely with business analysts, product owners, and engineers to ensure work is clearly defined, well scoped, and appropriately prioritized.
- Provide consistent delivery updates and insights to leadership, using tools and metrics to support recommendations and adjustments.
- Proactively escalate issues and own their resolution, protecting team focus and delivery continuity.
Product-Driven Execution
- Bring a strong product mindset to planning and delivery—working with stakeholders to translate product vision into tangible roadmaps and deliverables.
- Support the creation and evolution of product roadmaps, backlog prioritization, and definition of Minimum Viable Product (MVP).
- Ensure product goals are clearly communicated to development teams, and that delivery aligns with business outcomes.
- Champion Agile product development practices that ensure customer value, feedback loops, and iteration are central to the process.

Key Requirements
- 8+ years of experience in project, delivery, or Agile team leadership roles.
- At least 3 years as a Scrum Master, leading cross-functional Agile teams through full delivery cycles.
- Proven success managing the end-to-end delivery of software projects (discovery to deployment).
- Strong grasp of Agile and hybrid delivery models, including Scrum, Kanban, and SAFe.
- Experience using Agile metrics to track performance and improve delivery processes.
- Experience in product development environments, contributing to roadmap creation and product planning.
- Mastery of Agile tools such as Jira, Confluence, or similar platforms.
- Experience managing schedules, coordinating teams, and maintaining delivery focus in complex stakeholder environments.
- Bachelor’s degree in Business, Computer Science, Engineering, or a related field (Master’s preferred).
- Agile certifications (e.g., CSM, SAFe, PMI-ACP) and/or PMP preferred.
- Ability to obtain or maintain a Public Trust Security Clearance.
Preferred Qualifications
- Hands-on experience with DevOps, CI/CD, and modern software engineering practices.
- Background working in government, public sector, or large enterprise Agile transformations.
- Familiarity with UX, user research, or customer-centered product practices.

Estimated Compensation
Annual base salary range: $123,690 – $170,000 (dependent on experience and location) Final compensation to be determined based on qualifications and market alignment.
