Department Overview
This position within the Tax & Compliance unit of OHSU Finance is responsible for timely and accurate preparation, payments, filings, and related activities for Federal, State and local withholding and reporting including complex analysis to ensure compliance involving high complexity and risk.
Responsibilities include research of federal and multiple state regulations related to tax, especially 941, W-2 and taxable fringe benefit items and offering a high degree of accuracy, strong work ethic and attention to detail, positive attitude, and excellent communication skills.
Responsibilities also include functioning as a resource for departmental tax items and reporting and resolving tax and compliance subjects. The position also includes testing and implementation of tax related system upgrades and system implementation.
This position is responsible for accurate processing, reporting and interpretation the institution’s financial transactions at the consolidated level. This position provides data and analysis to support leadership in the decision-making process, including complex data and support for collective bargaining projects.
This position is responsible for internal and external audits related to payroll and tax compliance. Components of these responsibilities include conducting complex data analysis, researching and interpreting regulations, investigating and remedying compliance issues. This position acts as a consultant to other functions across OHSU including HR, Purchasing, ITG, and other OHSU Departments.
This position conducts proactive reviews regarding the application of policies, procedures, laws and regulations regarding disbursements of funds, works with cross-functional collaborators, collects and analyzes all applicable information and prepares recommendations to improve and/or remedy processes and situations.
This position is responsible for filing state and federal survey reports.
Function/Duties of Position
Operational Review and Audit of Expense Reimbursement and PCard Reconciliations
- Audit employee reimbursements and Purchasing Card (P-Card) reconciliations to ensure compliance with applicable laws, regulations and policies.
- Review and verify documents and data to ensure completeness, accuracy and compliance with all applicable laws, regulations, and OHSU’s policies
- Interpret and apply laws, regulations, and OHSU policies understanding the intent, clarifying ambiguities, and ensuring consistency in application
- Provide administrative and analytical support for spending and audit analysis including efforts to improve efficiency, compliance and optimization to support leadership in the decision-making process
- Testing and implementation of the system functionality and updates including verifying IRS rates are reviewed and timely implemented
- Point of contact and primary resource for questions or informational requests regarding internal audit administration.
- Identify operational risks and opportunities regarding employee reimbursement and Pcard reconciliation policies and procedures, recommend solutions and work with the Tax & Compliance Director and VP Financial Operations on continuous process improvement and increased compliance with the applicable federal and state laws, regulations and policies.
Tax Filing and Tax Reconciliation
- Prepare, reconcile, and file payroll tax returns including the monthly, quarterly and annual payroll filings with the IRS, SSA and States, maintain accurate files, ensure compliance with reporting and timely filing of returns with tax authorities:
- Gather reporting and information to support payroll tax filings, ensuring compliance with federal and various state laws and regulations
- Perform periodic compliance payroll audits, risk assessments and ongoing compliance monitoring
- Review and update payroll settings on employee records
- Work with team members to process accurate and timely payments of various payroll taxes, manage refunds, and year-end production of W-2s
- Test payroll tax system settings and implement updates timely
- Respond to related tax correspondence and research issues as they arise.
- Assist with 1099 and 1042 tax items and tax reporting.
Fiscal Policy Maintenance and Customer Service
- Evaluate, maintain, and develop fiscal policies, guidelines, frequently asked questions, and procedures, collaborating with stakeholders across the organization, to ensure compliance with federal and state laws and regulations as well as OHSU policies and guidelines.
- Collaborate with the Director, Tax & Compliance and VP Financial Operations to evaluate fiscal policies and guidelines for efficiency, effectiveness, and optimization with a focus on continuous improvement ensuring that the policies, procedures, and best practices are in place and properly applied assisting departments on related matters
- Contribute to growing the organization’s knowledge and compliance in areas of tax and audit
- Propose updates to applicable policies, guidelines and procedures as needed to prevent and address areas of non-compliance and reduce risk
- Provide superior customer service to internal and external contacts
- Support the Director, Tax & Compliance and VP Financial Operations with communications and trainings for internal audits, policy compliance, system functionality, and payroll tax withholding and reporting for employees working remotely throughout the United States.
External Audit Administration
Respond to external audits related to tax areas including complex data analysis, researching and interpreting regulations, investigating and remedying compliance issues.
- Collect documentation and data required by external taxing authorities
- Review and analyze documents and data to ensure completeness, accuracy and compliance with regulations and OHSU’s internal controls
- Conduct proactive pre-audit to actively review systems, processes, and documentation to identify and address potential issues and risks
Required Qualifications
- Bachelor’s degree in a finance or tax related field, or equivalent education/experience
- Experience with federal and states tax withholding, unemployment, W-2, and 941 tax reporting, UBIT, federal and state surveys in a large employer setting
Job Related Knowledge, Skills and Abilities (Competencies):
- Experience analyzing federal and states legislation related to tax including tax withholding and reporting. Proficient with Excel.
- Experience structuring large amounts of data into logical, thorough analysis.
- Experience documenting assumptions and steps in work to provide detailed explanation and a clear audit trail
- Highly customer service oriented
- Strong written and verbal communication skills
Preferred Qualifications
- Experience in a health care and/or education environment
Additional Details
With advance notice, incumbent may be requested to attend periodic on-site meetings and trainings on campus.
All work is done from a home office or, if on-campus, from an OHSU hotel space. NOTE: OHSU is a "tobacco free" environment effective September 17, 2007 - this includes all OHSU owned and leased space.
