Leidos is seeking a Technical Project Manager (Spectrum Engineering) to support the FAA Spectrum Engineering Services Group on the NISC IV contract. This role sits at the intersection of project execution and radio-frequency (RF) engineering, supporting efforts that directly protect the integrity and safety of the National Airspace System (NAS).

The selected candidate will lead the planning, coordination, and execution of spectrum-engineering activities, ensuring technical efforts are delivered on time, within budget, and in alignment with FAA policies and safety standards. This role requires the ability to manage complex technical workstreams while effectively engaging engineering teams, government stakeholders, and partner organizations.

This position directly supports the FAA’s mission to ensure interference-free operation of communication, navigation, and surveillance (CNS) systems across the National Airspace System. The work performed in this role contributes to aviation safety, operational continuity, and national infrastructure protection.

Primary Responsibilities:

Project Management & Execution

  • Lead day-to-day execution of spectrum-engineering tasking, ensuring alignment with scope, schedule, and budget
  • Develop and maintain project plans, schedules, and work breakdown structures
  • Monitor financial performance, including budget execution, burn rates, and forecast tracking
  • Track milestones, deliverables, and dependencies to ensure timely completion of all work products

Technical Coordination

  • Serve as the primary coordination point between the FAA Spectrum Engineering Office, MITRE, and contractor engineering teams
  • Translate technical requirements and engineering outputs into actionable project plans and deliverables
  • Support integration of engineering analyses, modeling results, and technical documentation into cohesive outputs

Task Tracking & Reporting

  • Establish and actively manage a JIRA-based project tracking environment to capture all tasking, priorities, and execution status
  • Provide regular status updates, dashboards, and reports to FAA leadership and stakeholders
  • Ensure full traceability of tasking, deliverables, and decision points

Risk & Quality Management

  • Identify, assess, and mitigate risks related to schedule, cost, and technical performance
  • Ensure consistent application of quality assurance/quality control (QA/QC) processes across all deliverables
  • Proactively escalate issues and coordinate resolution with leadership and stakeholders

Stakeholder Engagement

  • Facilitate communication across interdisciplinary teams including engineers, program offices, and regulatory stakeholders
  • Support preparation of briefings, technical summaries, and decision-support materials
  • Maintain strong working relationships with FAA leadership, technical SMEs, and partner organizations

Required Qualifications:

  • Bachelor’s degree in Electrical Engineering, Systems Engineering, or related technical discipline (or equivalent experience)
  • 4+ years of experience in technical project management, engineering program support, or project coordination
  • Foundational understanding of radio-frequency spectrum engineering principles, including electromagnetic compatibility (EMC), interference analysis, or frequency coordination
  • Experience managing tasks, schedules, and deliverables using tools such as JIRA, MS Project, or similar platforms
  • Demonstrated ability to manage multiple concurrent workstreams in a fast-paced, technical environment
  • Strong written and verbal communication skills, including the ability to translate complex technical concepts for diverse audiences
  • Ability to identify risks, manage priorities, and drive projects to successful completion
  • Ability to obtain a Public Trust Security Clearance Suitability

Preferred Qualifications:

  • Experience supporting FAA, DoD, or other federal government spectrum or aviation programs
  • Knowledge of NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management (“Redbook”) and FAA Order 6050.32
  • Experience with RF modeling, simulation, or engineering tools (e.g., RCAS or similar)
  • Familiarity with Safety Management System (SMS) and Safety Risk Management (SRM) processes
  • PMP certification or equivalent project management training
  • Active or ability to obtain and maintain a Public Trust or higher security clearance

Pay Range:

Pay Range $92,300.00 - $166,850.00
