The Hypersonics Systems Division of Leidos, is seeking a talented Supplier Program Manager to join a diverse team to create unique solutions for complex problems. Leidos currently has an opening for a Subcontract Program Manager supporting our Huntsville, Alabama office. This is an exciting opportunity to use your experience to support the CHGB Common Hypersonic Glide Body program. The CHGB is a high priority DoD program that is complex in nature and fast moving. With offices across the United States engaging in the defense, space, cyber and commercial fields, Leidos provides responsive, cost-effective manufacturing, engineering, scientific and IT solutions.

Primary Responsibilities

The Supplier Program Manager (SPM) will be a part of a Team of SPMs, each responsible for their own suppliers. The SPM team is part of the Hypersonics Systems Division Program Office team, interfacing with program / project management, program finance, production planning, engineering and change management to support smooth production flow of supplier parts from release of new drawings through delivery of hypersonic glide body units. This position will also interact with suppliers on a regular basis to ensure program objectives are clearly understood and achieved. The Supplier Program Manager is responsible for planning, organizing, securing and managing subcontractors to bring about the successful completion of specific program goals and objectives. Duties include ensuring that subcontractor performs within the scope, is on time, and within budget. This role also interfaces with task and functional leaders, and support personnel.

The supplier program manager will work directly with the subcontractors to achieve excellence in program execution and ensure that the subcontractors:

• Meet or exceed customer expectations.

• Comply with the negotiated terms and conditions of the contract.

• Satisfy the program's technical requirements.

• Meet all quality requirements.

• Meet all program-related financial objectives.

• Meet the agreed-upon schedule.

• Meet/exceed Leidos standards for ethics and integrity.

Other responsibilities include:

  • Exercise latitude and independence in your assignments.
  • Perform system fault analysis, life cycle maintenance and integrated product support (IPS) of major systems. Duties may include controlling the flow of goods, services and information between the point of origin through customer placement in order to meet customer requirements as well as ensure the execution and improvement of standard logistic processes.
  • Support the RFP preparation, proposal evaluation, and award process.
  • Develop and maintain the Subcontract/Supplier Management Plan.
  • Develop and implement the subcontractor and supplier communication plan.
  • Disclose subcontractor and vendor issues to the SPM manager and subcontract administrator.
  • Report status updates to SPM manager and other cross-functional leaders.
  • Educate subcontractor on contract and best practices to ensure program objectives are achieved.
  • Ensure technical, cost, schedule and contract baselines are met.
  • Identify and escalate non-compliance issues and work with the subcontractor/supplier to achieve compliance.
  • Establish and manage the cost, schedule, technical baselines, quality, and performance of subcontractors.
  • Review performance and identify variances and impacts to overall program performance.
  • Make recommendations to the SPM manager on subcontractor-requested contract changes.
  • Coordinate with the subcontracts administrator on subcontract changes
  • Assist the subcontract administrator with subcontract contract change requests.
  • Ensure risks and mitigations are identified and assessed.
  • Review subcontractor obligations against contract requirements to identify potential performance gaps between organizations.
  • Identify supplier capability or process gaps and provide recommendations for improvement
  • Maintain departmental metrics
  • Act as a Control Account Manager (CAM) for labor/budget plans and all supplier accounts
  • Ensure clear, concise communications both internally and with suppliers
  • Provide support to Cost/Finance / Earned Value Management (EVM) in establishing and managing Cost, Schedule and Technical (Scope) baselines and performance for suppliers
  • Provide support to Contracts in adhering to contractual requirements
  • Provide support and participate on the Risk Board as needed
  • Provide support and recommendations to PM for the program related to supplier performance
  • Provide support to Program Compliance and Contracts to ensure prompt delivery of required SDRLs per contract requirements
  • Develop Supplier Management Plans for new proposals
  • Create BOE’s for new proposals and ECPs
  • Obtain quotes for new proposals and ECPs
  • Other duties as assigned

Basic Qualifications (Required):

  • Bachelor’s degree from an accredited college or university with 8-12 years of related experience or a Masters with 6 -10 years of prior related experience
  • Experience working with cross-functional teams to develop detailed requirements for outsourced tasks and functions with an understanding and quality and technical requirements.
  • Experience developing SOWs, RFPs, evaluation criteria, negotiations strategy, and selection documentation.
  • Experience evaluating proposals and quotes for outsourced products and services.
  • Experience managing multiple large and small business subcontractors on a U.S. Government contract.
  • Understanding of finance (Earned Value Management), supply chain, subcontracting, and contract types (especially CPFF and FFP), FAR/DFAR and other government regulations.
  • Experience in risk management.
  • Proficient using Microsoft Excel, Word, Project, and PowerPoint
  • Strong written and verbal communication skills.
  • Candidate must be a US Citizen and possess (and be able to maintain) a Final Secret Clearance OR meet the eligibility to obtain (and maintain) a Secret Clearance. Preferred Qualifications

Preferred Experience:

  • Experience supporting a multi-year development/production program valuing more than $100M.
  • Experience working complex Flight Programs (Aircraft Modification, Missile, Space Launch or Rocket launch systems)
  • Cost estimating and Budget management
  • Disciplined metric-driven management
  • Proven experience managing to and meeting tight schedules
  • Effective communication of information between various functional disciplines as well as strong briefing skill to Sr. leadership.
  • Strong understanding of contracts, manufacturing, procurement, production, and integration
  • Experience successfully leading in an IPT organizational structure focused on engineering design, manufacturing and/or supply chain activities desirable
  • Experience in strategic and tactical planning is desirable
  • Proven leadership skills
  • Proven history of working in a team environment, fostering communication, listening to teammate concerns and reconciling internal issues or differences
  • Proven ability to solicit and process complex information and data to solve complex problems and make sound decisions
  • Strong interpersonal skills with measured and articulate communication skills
  • Analytical and strong organizational skills, with excellent verbal and written ability

Pay Range $92,300.00 - $166,850.00
