Our ICF Data Analytics and Reporting Solutions Consultant serves as the senior technical and solution lead for enterprise reporting, analytics, and data platforms supporting the Disaster Management division. This position is 100% Remote in the United States with travel.
This role is accountable for delivering production ready, public facing reporting solutions that enable clear communication of program performance, progress, and outcomes to state and local partners, internal staff, and external stakeholders.
The position requires deep subject matter expertise in Quickbase (may consider very similar low code platform experience) with demonstrated experience designing and building end to end program workflows that are scalable, reliable, and ready for operational deployment. Reporting solutions are expected to balance technical rigor with usability, ensuring complex data is translated into digestible, understandable insights tailored to diverse audiences.
This role provides hands on technical leadership while leading and managing the Quickbase developer team and therefore requires an incoming leader who can immediately guide team production, set standards, and drive delivery without a ramp up period. Responsibilities include solution architecture oversight, platform stewardship, and mentoring developers to maintain consistency, quality, and delivery pace across the portfolio.
Operating in a fast paced, constantly evolving environment, the Data Analytics and Reporting Solutions Consultant is expected to support deadlines associated with portfolio management, contract orals, and program implementation. Success in this role requires a solution-oriented approach—anticipating challenges, rapidly aligning reporting strategies to program needs, and delivering actionable outputs under changing conditions across the disaster management portfolio.
Key Responsibilities:
Technical Leadership & Solution Delivery
- Serve as oversight lead for analytics and reporting solutions, with a primary focus on Quickbase-based systems and supporting data workflows.
• Lead the design and review of complex Quickbase applications, data models, integrations, and reporting structures.
• Design, build, and review Power BI dashboards and semantic models that deliver accurate, actionable insights.
• Develop and oversee Python-based automation and analytics workflows for data transformation, validation, and reporting support.
• Troubleshoot and resolve complex data, reporting, and integration issues across active programs.
Automation, AI, and Innovation
- Evaluate and prioritize new and existing analytics, automation, and AI requests using a practical, data-driven approach that balances impact, effort, and delivery readiness.
• Lead hands-on pilots and implementations for selected solutions, moving ideas quickly from concept to working delivery rather than extended exploration.
• Redirect or stop efforts that do not demonstrate measurable value, scalability, or alignment with program needs.
Platform Stewardship & Governance
- Establish and maintain standards for data quality, documentation, performance, and platform governance.
• Ensure analytics and automation solutions align with security, compliance, and delivery expectations in regulated environments.
• Promote reuse of patterns, components, and best practices across programs.
Team Enablement & Mentorship
- Provide technical mentorship and guidance to analysts and developers through design reviews, pairing, and coaching.
• Act as a trusted escalation point for complex technical challenges.
• Prepare to assume expanded leadership responsibilities, including formal people management, as the role evolves.
Stakeholder & Proposal Support
- Lead and coordinate analytics, reporting, and automation inputs for bids and proposals, including solution approach, technical narratives, and feasibility validation.
• Shape analytics and automation strategies with capture and business development teams, grounded in client requirements and delivery realities.
• Validate technical accuracy, feasibility, and alignment of proposal content and solution trade-offs.

Required Qualifications for the Role:
• Bachelor’s degree in computer science, information systems, data analytics, engineering, or a related field, or equivalent 4 years of experience in these fields.
• 12+ years of professional experience, preferably in one or more of the degree fields. May accept some college work.
• 8+ years of experience in analytics, data platforms, data solutions, process automation or technical consulting roles.
• Proven experience combination of Quickbase user, developer, administrator to solutioning/team management subject matter expert. Will consider other low code platform related experience.
• Demonstrated ability to deliver solutions end-to-end, from problem definition through implementation and adoption.
• Able and willing to travel (flight and vehicle) as needed for work.
Preferred Skills/Experience: (May give candidates an edge)
• Working experience using Power BI.
- Working experience using Python for data processing, automation, analytics, or workflow support.
• Experience supporting HUD/CDBG-DR, FEMA disaster recovery, grants management or public sector programs.
• Exposure to applied AI or automation use cases (e.g., classification, extraction, workflow automation), with a focus on practical implementation rather than experimentation alone.
• Experience working in a regulated or compliance-driven environments.
• Experience mentoring or leading technical team members, with interest in future people leadership.

The pay range for this position based on full-time employment is:
