Government Compliance Manager

Summary
This position reports to the Director, Government Compliance, and assists the Director with the management of the Government Compliance function across the Fairbanks Morse, LLC (FMD) portfolio of companies. The Manager will provide Government compliance expertise related to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), Export Administration Regulations (EAR), and International Traffic in Arms Regulations (ITAR). Required characteristics for success in this position include possessing a high degree of initiative, effective communication skills, being highly organized, detail and deadline oriented, possess leadership skills that are team focused, and the ability to multi-task in a fast-paced environment.
Principle Duties and Responsibilities
• Develop effective professional relationships with the ACO, DCMA, DCAA, and internal customers.
• Responsible for the development, documentation, and administration of company policies and operating methods to satisfy regulatory requirements and provide guidance and training to staff in the interpretation and understanding of Government accounting and procurement requirements.
• Oversee, coordinate, and provide guidance to FMD companies preparing for and during DoD Government audits performed by the DCAA, DCMA, and third-parties, ensuring accurate, complete and timely responses while adhering to required audit deadlines.
• Responsible for coordinating with business units to review alleged/actual FAR, DFARS, and CAS non-compliances, and for either successfully refuting alleged non-compliances, or implementing appropriate corrective actions in a timely manner to resolve non-compliances.
• Stay current with proposed and enacted Government procurement regulations, including FAR, DFARS and CAS. Assess the impact to the FMD portfolio of companies and work with management to implement new/modified compliant practices.
• Develop and implement an export compliance program to ensure compliance with all applicable laws and export regulations (ITAR and EAR), including the providing of training and guidance to employees on export compliance requirements and best practices.
• Manage the export classification of products and technologies per the USML and CCL to ensure compliance with regulatory requirements.
• Manage the development, submission, and administration of EAR and ITAR export licenses (e.g., DSP-5, and TAAs). Assist the department personnel as required.
• Ensure FMD’s indirect government rate structures are compliant with the FAR cost principles and CAS. Review and verify indirect rate calculations, and home office allocations. Works with Controllers to ensure processes, procedures, ledger accounts and cost pools are properly established to accurately apply allowable costs, and segregate unallowable costs.
• Assist the Director with post-acquisition business unit integration activities.
• Assist with the completion of accurate and timely customer representations and certifications.
• Other duties and special projects as assigned.
Qualifications and Educational Requirements
• Must have at least a bachelor’s degree and a minimum of 15 years relevant Federal Government compliance experience with the FAR, DFARS and CAS.
• Experience working with the DCAA and DCMA.
• Strong leadership and mentoring skills.
• Effective communication skills, both written and verbal.
• Adept at communicating with people at all levels of the company.
• Experience in developing and training employees in government procurement matters.
• Experience in developing forward pricing rates and budgets.
• Must have knowledge of regulatory requirements including GAAP, FASB, CASB.
• Possessing a security clearance is a plus.
• This position requires access or potential access to Unclassified Naval Nuclear Propulsion Information (U-NNPI), which is Not Releasable to Foreign Nationals (NOFORN) data. Therefore, to meet NOFORN requirement, you must provide proof of U.S. Citizenship and attest that you do not have dual citizenship. Acceptable proof of U.S. Citizenship is a US Passport, U.S. Birth Certificate or Naturalization Certificate.
