Facility Security Officer

Summary
As the Corporate FSO you will be responsible for safeguarding classified and sensitive proprietary information and providing security services across all Fairbanks Morse. You will also provide operational oversight and compliance with the 32 CRF part 117 - National Industrial Security Manual (NISPOM) requirements, particularly those provisions dealing with foreign-owned entities, including the Special Security Agreement (SSA). The Corporate FSO will play a critical role in managing classified programs, leading a team of security professionals, and ensuring that all security policies and procedures are adhered to across the organization. The ideal candidate will possess strong leadership skills, creativity, and the ability to communicate effectively with various stakeholders, including government agencies and contractors.
In this role, the Corporate FSO will be responsible for directing all new hire in-processing, security briefings, and training. The FSO will actively participate in government security audits and self-inspections, ensuring that the company meets all compliance requirements. Additionally, the FSO will serve as the primary contact for the Defense Counterintelligence and Security Agency (DCSA) and will establish and manage liaisons with government agencies, external customers, and internal teams to coordinate compliance efforts. The Corporate FSO will also be tasked with maintaining the National Industrial Security System (NISS) account, administering the Defense Information System for Security (DISS), and ensuring that all records comply with the National Industrial Security Manual (NISPOM Rule). The position requires the ability to investigate security incidents, oversee document control, and protect sensitive information from unauthorized disclosures.
Principle Duties and Responsibilities
• Implement and maintain compliance with the 32 CRF part 117 - National Industrial Security Manual (NISPOM Rule Manage and oversee the comprehensive security programs across all sites)
• Participate in Government security audits and yearly self-inspections across multiple programs
• Serve as the primary contact for the Defense Counterintelligence and Security Agency (DCSA) reviews and correspondence
• Establish and manage liaison with government agencies, external customers, contractors, employees, and managers
• Implement the Insider Threat Awareness and Reporting Program
• Develop and maintain the company Standard Practice and Procedures (SPP), office security policies, procedures, and practices in compliance with security requirements
• Investigate security incidents and complete administrative inquiries
• Oversee the implementation of safeguarding and document control
• Assure proper marking, safeguarding, and transmission of all classified material
• Develop, implement and administer an Operational Security program, security education, procedures and physical controls to ensure compliance with government and company regulations/requirements on large and/or highly complex program
• Excellent verbal and written communication skills
• Develop program strategies, projects, and budgets to ensure a robust and secure physical and cyber security environment
• Highly collaborative with site leadership, Government Representatives, and other business functions
• Tenacious approach towards ensuring delivery of program responsibilities
Qualifications and Educational Requirements
• 9+ years security industry-related experience, OR
• Bachelor's degree with 5+ years of experience, OR
• CDSE Facility Security Officer Program Management for Possessing Facilities
• Master's degree with 3+ years of experience, AND – remove a master’s does not help in the FSO world. The minimum should be 5 years’ experience is more valuable.
• Must have the ability to obtain and/or maintain a DoD clearance at the SECRET level or higher
• Experience working with Government agencies and systems (Department of Defense, Defense Counterintelligence and Security Agency, National Background Investigation Services, Defense Information System for Security, National Industrial Security System)
• Proficient in MS Office (Word, Excel, Access, PowerPoint, Outlook, etc.)
• People management skills
