Job Purpose:
We are seeking a qualified C2C Project Manager for a high-impact, multi-year modernization initiative. This role requires onsite presence in the specified location and is not open to remote-only candidates. The selected candidate will be leading a complex modernization effort that demands deep expertise in project management, vendor coordination, change control, and Microsoft DevOps. The individual will work in close collaboration with DTMB Agency Services, technical teams, business stakeholders, and the ORS EPMO Program Office, ensuring that the project is executed efficiently and in line with customer expectations.
This position calls for a servant-leader mindset and hands-on experience in Agile Scrum methodologies, with the ability to guide cross-functional teams in a dynamic, collaborative environment.
Requirements
Key Responsibilities:
- Manage and track all project dimensions including cost, schedule, scope, resources, quality, and risk.
- Translate business and technical needs into actionable project plans and collaborate with Product Owners to align deliverables.
- Maintain regular, transparent communication with stakeholders including executive teams, business units, and technical leads.
- Serve as the primary liaison with vendors throughout the project lifecycle to ensure deliverable quality and timeline adherence.
- Champion collaboration between business and technical teams, driving alignment and consensus to meet objectives.
- Present project updates and reports to the Modernization Steering Team and participate in recurring steering committee meetings.
- Lead the creation and maintenance of SUITE Project Management Methodology (PMM) deliverables.
- Proactively identify, assess, and mitigate project risks and issues, escalating as necessary to ensure continuity.
- Oversee adherence to the Change Management process, including proper documentation and approvals for scope, timeline, or budget adjustments.
- Draft and manage Corrective Action Plans (CAP) for projects that fall into yellow or red status.
- Monitor how changes affect the business case and benefits, ensuring all supporting artifacts are updated appropriately.
- Enforce compliance with IT governance standards across all project phases.
- Recognize and manage project interdependencies to avoid misalignment or overlap with other initiatives.
- Review and tailor PMM and SEM deliverables to meet specific project needs.
- Understand vendor contract terms and enforce accountability on contractual deliverables and approvals.
- Coordinate stakeholder collaboration by defining expectations, delegating ownership, and ensuring task completion.
Top Skills & Years of Experience:
- 5+ years of experience managing large-scale IT projects with budgets exceeding $20 million
- Minimum 5 years of Agile/Scrum experience, preferably within government or large enterprise environments
- At least 5 years in a Project Manager role focused on IT-related projects
- Hands-on Microsoft DevOps experience is highly preferred
- Demonstrated ability to lead in a collaborative, team-based environment
