The Pricing Analyst will play a critical role in shaping competitive, compliant and sustainable pricing strategies for staffing and workforce solutions within the government and private sectors, with a strong focus on federal contracts. Working closely with Finance, Business Development, Proposal Management, and Delivery teams, this individual will ensure that all pricing submissions meet client expectations, align with organisational margin goals, and fully comply with federal wage determinations, Service Contract Act (SCA) requirements, and living wage standards. This position requires both analytical rigour and a deep understanding of the unique pricing considerations in government staffing

Requirements

Compliance & Regulatory Alignment

  • Interpret and apply federal labor regulations, including SCA wage determinations, Department of Labour guidelines, and living wage compliance for staffing positions.
  • Ensure all pricing submissions reflect accurate fringe benefits, health and welfare requirements, and locality-specific wage standards.

Pricing Development

  • Collect, analyze, and interpret data from internal sources (recruitment teams, delivery operations, finance) and external sources (Bureau of Labor Statistics, wage determination databases, competitor benchmarks, paid subscriptions).
  • Develop and maintain competitive labor rate analyses specific to federal staffing categories, including clinical, allied health, information technology, professional and administrative support roles.
  • Build and manage cost/pricing models that account for direct wages, fringe benefits, overhead, G&A, and fee structures in line with FAR and government cost principles.

Proposal & Client Support

  • Partner with Business Development and Proposal teams to develop cost volumes, pricing files, and supporting documentation for federal RFPs, IDIQs, and task orders.
  • Deliver timely and accurate responses to client pricing requests, renewals, and contract modifications.
  • Provide clear, data-driven recommendations on labor category mapping, rates, and multipliers to balance compliance, competitiveness, and profitability.

Market Intelligence & Strategy

  • Monitor federal labor market trends, wage adjustments, and healthcare workforce dynamics to keep rate benchmarks current.
  • Track competitor pricing strategies and market shifts in government healthcare staffing.
  • Recommend pricing strategies that anticipate changes in federal funding, reimbursement models, and regulatory requirements.

Tools & Reporting

  • Develop and maintain pricing tools, templates, and models to improve efficiency and accuracy.
  • Support scenario modelling, profitability analysis, and executive reporting to guide strategic decision-making.

Qualifications

  • Bachelor’s degree in Finance, Economics, Business, Data Analytics, or a related field (or equivalent work experience).
  • 2+ years of experience in pricing or financial analysis within staffing, government contracting, or healthcare services.
  • Familiarity with SCA wage determinations, FAR cost principles, and federal procurement processes strongly preferred.
  • Strong analytical and quantitative skills, with the ability to interpret complex datasets and translate them into clear recommendations.
  • Proficiency in Microsoft Excel (advanced formulas, pivot tables, data modelling) and other data analysis tools; experience with pricing software, ERP, or BI tools is a plus.
  • Excellent communication skills, with the ability to collaborate across teams and present findings to stakeholders with varying levels of financial expertise.
  • Highly organized and detail-oriented, with the ability to manage multiple priorities under tight deadlines.
