About The Role:
CALSTART has an immediate opening for an action-oriented, data-literate professional to join our team as Lead Project Manager, Data Insights & Analytics. In this role, you will provide leadership for a variety of clean transportation projects while managing a small team, building and maintaining high-level partnerships, and facilitating cross-functional collaboration.
The successful candidate will play an important role in developing our data governance plan, operationalizing our standard protocols, and further enhancing our analytical capabilities across all departments.

About The Role:

  • Project Planning and Strategy: Define project scope, strategy and execution plans to conduct data collection and analytics projects. 
  • Establish management processes to ensure high-quality reporting and decision-making, while driving the adoption of standardized data management practices and compliance with data policies.
  • Leadership and Process Improvement: Provide high-level technical expertise and strategic direction, lead and mentor a team of project managers. Provide guidance in project execution, stakeholder engagement, and performance monitoring. 
  • Champion a culture of data-driven decision-making and continuous improvement.
  • Ongoing refinement of data governance strategies in line with evolving organizational needs.
  • Stakeholder Communication: Serve as the primary liaison and the lead point of contact to align goals and manage expectations with stakeholders, clients, and senior management on multiple vehicle and infrastructure focused projects.
  • Establish and Operationalize Data Governance Protocols: Establish, implement, and provide continuous improvement of data governance frameworks across projects. 
  • Collaborate with relevant stakeholders to ensure adherence to data governance protocols and best practices.
  • Resource Allocation and Capacity Management: Allocate resources (staff, budget, tools) effectively across projects.
  • Monitor team capacity and workload to ensure optimal utilization and adjust resource distribution as needed to meet changing demands. 
  • Engage with stakeholders to ensure projects and proposals are aligned with organizational goals, and reporting is executed within budget and timeline to drive successful outcomes.
  • Quality Assurance of Deliverables: Direct the development of knowledge products (e.g., reports, case studies, technical assistance resources).
  • Oversee technical tasks such as data processing, data visualization, and modeling, ensuring compliance with data governance requirements and organizational standards. 
  • Oversee and enhance knowledge-sharing frameworks between internal teams, external stakeholders, and industry partners.

What You'll Bring To The Table:

  • Bachelor’s Degree in a scientific, engineering, or other technical field (or equivalent years of experience).
  • 5+ years of direct project management experience with increasing responsibility.
  • Experience building and/or leading teams.
  • Proven experience managing large-scale projects, strategic partnerships, and multi-stakeholder collaborations.
  • Strong data competency, with experience managing, analyzing, and visualizing data for decision-making.
  • Strong leadership, communication, and technical writing skills.
  • Ability to distill complex technical concepts for diverse audiences, including industry leaders, policymakers, and stakeholders.
  • Proficiency in Microsoft Office suite (Excel, Word, PowerPoint, Outlook) and project management tools (Monday.com).

Desired Qualifications:

  • Master's Degree in a scientific, engineering, or other technical field.
  • Project management certification such as PMP or equivalent.
  • Experience in the clean transportation, environmental, or clean fuels industry.
  • Competency with technical software tools such as ArcGIS, Tableau, Power BI.
  • Competency with a coding language such as R, Python, or SQL.
  • Ability to work or have significant overlap in the Pacific Time Zone.
