Summary:

The Contracts Manager/Contracts Manager Sr. is responsible for managing and conducting all phases of contract and subcontract administration, including but not limited to the review of solicitations/RFPs, award administration, subcontract management, and contract closeout. Will develop and maintain multiple contracts at a time with local, national, and international businesses. Additionally, this position will develop internal policies and procedures for contract development and maintenance and note areas for improvement. The Contracts Manager/Contracts Manager Sr. is expected to stay current with federal government contracting regulations, associated federal operating contracts, and acquisition policy changes, ensuring internal compliance. The Contract Manager will be required to brief both internal and external customers on contracting-related issues in a credible and professional manner. This position requires a dynamic self-starter who communicates well, can take ownership of projects, and works efficiently and consistently to produce high-quality work in a high-volume, fast-paced environment.

The salary range for this position is $111,481-$162,539/year, please note this is a tiered position.

Essential Duties and Responsibilities (including but not limited to):

All Levels

  • Review of requests for proposals to include contract terms, reps/certs, flowdowns. Identify risk and develop proactive mitigation strategies for proposal submittals.
  • Manage all commercial and government contracts throughout the contract lifecycle in accordance with company policies, specifications, good business practices and legal requirements.
  • Support Program and Project Managers in the procurement process by drafting and issuing professional and specialty services subcontracts, extrapolating and disseminating flow-down provisions from prime contracts.
  • Must understand multiple types of pricing scenarios and forms based on RFP requirements, such as firm fixed price, time and materials, cost plus, variable productivity type (piece prices, productivity-based), etc.
  • Responsible for internal prime and subcontract audits, evaluation of subcontractor change orders, and contract closeouts. Liaison between the company and subcontractors.
  • May manage support staff, including distributing workloads, managing priorities, and performance management.
  • Manage prime and subcontracting actions in connection with cost-plus and cost-reimbursable contract vehicles
  • Promote and maintain a flexible, cooperative, team-oriented, and customer-focused attitude within and between departments and vendors.
  • Perform any other duties assigned by management.

Senior

  • Provide advice to management on contract matters that may have significant adverse legal implications and provide guidance on risk mitigation and dispute resolution proactively to reduce impact on the organization.
  • Ensure that the pricing strategy is fully compliant with Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), Service Contract Act (SCA), and General Services Administration (GSA) rules and regulations. Assist in corporate accounting in supporting DCAA and DCMA price audits and manage relationships with DCAA.
  • Develop contract templates as needed.

May supervise other staff

Minimum Qualifications

All Levels

  • Bachelor’s degree in Accounting, Business Administration, or related field
  • Experience may be substituted for education on a 1:1 basis
  • Demonstrated knowledge of FAR, DFAR, Service Contract Act, Davis Bacon Act, and various contract types
  • Intermediate skills with MS Office Excel, Word, and Outlook
  • Experience with computerized accounting software, preferably Deltek/CostPoint
  • Must be able to pass a pre-employment background check and drug test

Contracts Manager

  • Six (6) years of experience with contract administration or related field
  • Three (3) years of experience with government contracting with a company of similar size

Contracts Manager Sr.

  • Eight (8) years of experience with contract administration or related field
  • Five (5) years of experience with government contracting with a company of similar size

Preferred Qualifications

  • Certified Federal Contracts Manager or Certified Professional Contracts Manager
  • Ability to pass background checks by various Federal Agencies (e.g. DOD, DHS, FAA, etc.) to obtain or maintain security access
  • Experience in construction, environmental, and/or engineering industries
  • Experience and knowledge of Alaska Native cultures
  • Experience with Alaska Native Corporations, DBE, SBA 8(a) Program
  • Experience with Small Business Joint Ventures and Partnerships within the last 5 years
  • Paralegal Certification or Legal Background

  • Interpersonal Skills – Ability to get along well with a variety of personalities and individuals.
  • Communication, Written – Ability to communicate clearly and concisely in writing.
  • Contracting Expertise – Ability to demonstrate comprehensive knowledge of contracting principles and all contract types, including commercial contracts.

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus), occasional walking or standing, occasional lifting of up to 10 pounds.
