William Ball
@williamball
Senior grants and program management leader for billion-dollar federal portfolios.
What I'm looking for
I’m a Senior Grants & Program Management leader with 16+ years overseeing large-scale federal programs and high-value portfolios. My focus is turning complex federal requirements into clear processes that teams can execute reliably.
In my current role, I manage 90 awards totaling $1.2B for the Tribal Broadband Connectivity Program. I train staff on construction award requirements and compliance, review applications prior to Grants Officer approval, and coordinate closely with NTIA Legal to keep milestones on track.
Previously, I led grants management work for NOAA, including awarding $62.9M under the FY2019 Hurricane Supplemental. I conducted risk reviews, cost analyses, and compliance checks, supported recipients and program officers with technical assistance, and helped onboard new staff by training them and contributing to NOFA/RFA posting.
Earlier, I administered the $3.1B ARRA Broadband Technology Opportunities Program, handling pre-award, post-award, closeout, and audit functions. I performed due diligence using SAM.gov, FAPIIS, and D&B, and I later served as a Project Director, leading an 8-member team while managing awards through NOAA’s Grants Online system—an approach that strengthened compliance, risk mitigation, and operational efficiency across regional and national offices.
