Gloria Lillo Ortega
@glorialilloortega
I lead climate adaptation and just transition policy across Chilean public institutions.
What I'm looking for
I lead policy strategy at Chile’s National Irrigation Commission, managing a seven-person team and restructuring monitoring systems to improve traceability of policy commitments and cross-sector impact metrics.
Previously, I led the Ministry of Environment’s Just Socio-Ecological Transition Office, where I designed the national strategy’s Theory of Change, coordinated ministerial committees, and worked with civil society and private-sector stakeholders.
I’ve also managed 20+ annual climate and just energy transition projects at the Heinrich Böll Foundation and advised the UN Race to Resilience Campaign on impact-based initiative evaluation. My work draws on more than 15 years in climate adaptation, water management, resilience research, and international cooperation.
