At KOSTT J.S.C, I draft and review legal documents, procedures, and regulatory submissions, and advise on Kosovo energy legislation, EU regulations, and obligations under the Connection Agreement with ENTSO-E.
I contribute to governance frameworks and internal controls consistent with the Third Energy Package and Clean Energy for All Europeans Package. I also represent KOSTT in dispute resolution and court proceedings.
For the Ministry of Finance, Labour and Transfers, I led the legal component of its merger process, reviewed legislation, drafted its internal organization regulation, and identified legal risks. With UNDP, I provided legal analysis on the Ministry’s internal regulation and advised on the legal framework for the Youth Guarantee Scheme.
Through GIZ Kosovo projects, I reviewed public finance bylaws, established internal compliance procedures, and prepared final drafts for seven public finance laws. My work also includes data protection training materials and capacity development support for public institutions.
